Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ. This acquisition is 100% small business set-aside. The NAICS code is 339111. The Government intends to award a purchase order resulting from this solicitation to the responsible offeror whose offer best conforms to the Statement of Objectives, meets the specifications in Appendix B, meets requirements in this RFQ, meets the NASA Kennedy Space Center (KSC) delivery schedule and is the most cost effective in accordance with the Evaluation Criteria below. This solicitation document and incorporated provisions and clauses are those that are in effect through the latest Federal Acquisition Circular. The contractor shall furnish and install all base and top cabinets, countertops, fixtures, and accessories to furnish the eight (8) Chemical Analysis laboratories at Kennedy Space Center, FL, in accordance with the Statement of Objectives and Appendixes A, B and C. A diagram of the chemical analysis laboratories is available for contractor reference and review (Appendix C). The measurements provided are not precise but only reflect minimum requirements. Contractors are encouraged to schedule a site visit to the Kennedy Space Center, FL via electronic mail at lourdes.brown-1@nasa.gov to view the laboratories, and to obtain precise measurements no later than December 21st, 2006. Kennedy Space Center, FL, is a secure facility and visits must be scheduled in advance in order to gain site access. PERFORMANCE/TECHNICAL REQUIREMENTS: The contractor shall provide the following documents in response to this RFQ: 1 - Lab Cabinets Design Plan, 2 ? Drawings, 3 ? Pricing Plan. The Pricing Plan shall include unit and total price for each of the laboratories listed in Appendix A. Offerors submitting insufficient information may be eliminated from competition. The contractor shall coordinate the installation time for the casework and accessories with the Ms. Dionne Jackson, 321-867-9409. The contractor shall have all supplies shipped, (F.O.B Kennedy Space Center, FL) and mobilized by February 9, 2007 and be prepared to complete installation by Feb 23, 2007. The contractor shall complete the installation in a neat and workman-like manner and according to laboratory furniture, casework and related industry standards. All corners shall be finished and smooth. EVALUATION CRITERIA-The contractor responses shall be evaluated on: Lowest price and technical acceptability based on the contractor submitting an overall design plan that meets the requirements of the Statement of Objective, Appendixes A, B, & C; and products that meet industry standards, with experience in the installation of laboratory casework. The contractor shall submit drawings and product specifications. In addition, the Contractor shall submit information regarding past installation of laboratory equipment to demonstrate technical capability. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Award shall be based on the lowest price technically acceptable quotation. The provision at FAR 52.212-1 Instructions to Offerors, Commercial Items, applies to this acquisition. Offerors are reminded to include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications, Commercial Items with the offer, which can be accessed at www.arnet.far.gov. The successful offeror must be registered in the Central Contractor Registration (CCR) database to be considered for award. The CCR database may be accessed at www.ccr.gov. Clause 52.212-4 Contract Terms and Conditions--Commercial Items and Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items are hereby incorporated by reference. No paper copies of the RFQ will be provided. Collect calls will not be accepted.
