Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. The solicitation number is HHM402-07-R-0019. The complete formatted solicitation will be available for download on the Federal Business Opportunities Website at www.fedbizopps.gov under the amendment to the combined synopsis/solicitation number HHM402-07-R-0019. Interested offerors shall download the complete version of the solicitation from the aforementioned website. This solicitation is being issued as a Request for Proposal. The Virginia Contracting Activity has a requirement for professional management and administrative services in the Washington DC area. This requirement is solicited as a full and open competition. NAICS code is 561990 with a size standard of 6.5 million. One fixed price level of effort contract is anticipated to be awarded as a result of this solicitation under a Best Value Basis. The term of the contract is from Date of Award through December 31, 2007. The contract will have four one-year options, for the period of January 1, 2008 through December 31, 2011. STATEMENT OF WORK: Support for the Deputy Director for Analysis? Integration Group 1.Introduction. The Directorate for Analysis (DI), Defense Intelligence Agency (DIA), is responsible for providing analytic support to the Department of Defense, policy makers, defense planners, warfighters, and the acquisition community. The DI also is the Functional Manager for Analysis responsible for the Defense Intelligence Analysis Program (DIAP). To best perform this mission, the DI?s government staff requires contract support directly assisting the DI leadership group. 2.Background. The Deputy Director for Analysis (DDI) is responsible for the direction and production of in-depth military intelligence required to formulate and execute this nation?s National Security Strategy. His second mission is to manage the Defense Intelligence Analysis Program (DIAP), which integrates general military intelligence and scientific and technical intelligence analysis conducted at DIA, the Army, Navy, Marine and Air Force Service Centers, and the Combatant Commands. The Deputy Director for Analysis has world-wide responsibilities, a globally deployed workforce, and a multitude of stakeholders and overseers. The DDI?s Initiatives Group is the DI headquarters element responsible for providing the complete range of administrative and executive support to the DI.3.Scope. a.The primary objective of the contractor support is to provide the broad skill mix necessary for the DDI?s Integration group to successfully fulfill its expansive mission. This skill mix requires a team of agile and nimble support staff comprised of strategic visionaries, thought leaders, and communications specialists with the insight into the operations of the Intelligence Community (IC) and the requisite business expertise to effectively and creatively support the DI. b.Because of the critical nature of the Deputy Director for Analysis? work and the often time-critical deadlines, the team must be able to generate a vast range of products (papers, briefings, etc.) and provide strategic support to the Deputy Director for Analysis in response to myriad requirements from the DIA Director, DoD, IC leadership, and overseers in the executive and legislative branches. Additionally, this team of professionals shall provide the DDI with the expertise, research, analysis, documentation, and full range of administrative support required to allow the DDI to create the message, develop the Strategic Plan, and monitor progress against the DI?s goals and objectives. 4.Tasks/Concept of Operations (DDI Integration Group). a.InitiativeSupport.A trusted group of senior intelligence professionals who can provide an immediate response to the DDI. This support requires but is not limited to, the following areas of expertise:i.Identify issues, current events, and trends to bring to the Deputy Director for Analysis' attention (eyes and ears) to anticipate his information needs and prevent surprises. ii.Support special studies, such as identifying innovative approaches to analysis tradecraft. iii.Attends internal and external fora on behalf of Deputy Director of Analysis and disseminates his/her philosophy/position to attendees. iv.Support strategic planning and "alternative analysis" v.Respond to the leadership requirements for research support in the development of:1.Correspondence 2.Current Intelligence issues 3.White papers and point papers 4.Articles for publication 5.Memorandums to leaders 6.Speech writing support vi.Provide congressional testimony support (briefings and responses to congressional inquiries; ensure coordination with DNI, OSD, and PAO for release)vii.Assist in development, refinement and modification of the Deputy Director for Analysis? top ten priorities viii.Help the Deputy Director for Analysis to stay focused on his top 10 priorities ix.Understand the strategic implications of a variety of issues and initiatives being worked within Analysis x.Upon receipt of desired discussion topics from Deputy Director for Analysis, crafts the agenda for the Board of Director?s meeting. Record and publish minutes and track taskings and their status. Brief the leader?s events/calendar at weekly Board of Director?s meeting. Assist in de-conflicting DI leadership?s calendar xi.Coordinate the Deputy Director for Analysis? townhall meetings from site selection, preparation of the materials for presentation, to ensuring that all speakers are properly prepared. xii.Integrate seamlessly with the DI staff xiii.Qualifications. 1.Minimum required qualifications: a.Bachelors Degree b.Minimum of ten (10) years of professional intelligence, executive, or legislative experience c.At least two intelligence, executive or legislative assignments with experience at mid-level management or higher in two of the assignments d.Experience developing intelligence plans, briefings, and reports e.Exceptional oral and written communications skills f.Mastery of Microsoft Word and PowerPoint 2.Desired qualifications: a.Advanced Degree (management, public policy, public administration international relations or international affairs, comparative politics, or foreign affairs desired)b.A graduate of the U.S. Army School for Advanced Military Studies (SAMS) or equivalent military or civilian educational experience c.A Senior Service College graduate or equivalent civilian educational experience d.Operational intelligence experience; preferably service at the operational or the Joint Staff level or a Foreign Area Officer and a tour of duty as a military attach? e.Service as a senior intelligence officer on a Colonel/Captain (O6) level or higher staff f.Strategic planning experience g.Communications planning experience h.Providing direct support to a Flag Officer, or equivalent, for at least two years i.Mastery of Microsoft Excel and Access xiv.Level of Effort. 1.The anticipated level of effort for the Initiatives Group is approximately 5000 hours annually (2.5 full time equivalent (FTE)). Additional support may be required during the performance of this contract up to a level of 12000 hours (6 FTEs) annually. b.Strategic Communication Support. Develop a strategic communications plan, create messages, communicate the DDI?s priorities, initiatives, and effectiveness to a wide variety of audiences in multiple venues, both external and internal to the organization. Ensure that the DDI?s message is synchronized with the Director, DIA?s and DNI?s messages. Outlined below is the typical four-step process recommended by the DDI to support this task: i.Stakeholder Analysis 1.Identify key stakeholders (internal and external) a.Segment stakeholders into gatekeepers, advocates, allies, adversaries, etc. 2.Identify stakeholder priorities a.Analyze key messages from DNI and Director, DIA b.Review and assess priorities of other internal and external stakeholders 3.Describe desired outcome from stakeholders as they relate to DDI 4.Determine how to evaluate success of outcomes (communications performance measures)ii.Vision/Goals Clarification 1.Interview selected stakeholders to identify expectations 2.Review, refine, validate and/or rewrite vision and goals 3.Gather and catalogue success stories 4.Write key messages based on vision, goals, lessons learned and successes iii.Create Strategic Communications Plan 1.Array stakeholder groups 2.Align key messages to stakeholders (as appropriate) 3.Gather performance measures on organizational programs to weave into success stories 4.Identify communications vehicles, media, and messengers 5.Develop communications matrix that aligns stakeholders and desired outcomes with priorities, messages, mediums, and time schedules iv.Implement, Measure, and Refine 1.Create communications deliverables according to Strategic Communications Plan a.DDI Corporate Brief b.Catalogue of lessons learned and success stories c.WebPages/Portal with organization key messages d.Reports on DI progress e.Multiple other deliverables guided by communications matrix 2.Implement communications strategy (tactical level) 3.Measure success (communications performance measures) 4.Assess, update and refine strategy v.Qualifications. 1.Minimum required qualifications: a.Bachelors degree and a minimum of five (5) years professional experience b.Exceptional oral and written communications skills c.A minimum of 2 years experience of providing support to SES, DISL, or Flag Officer equivalents. d.A minimum of seven (7) years of providing facilitation support e.Specialized training in communications 2.Desired qualifications: a.Advanced business degree (e.g., MBA or MS in Management or equivalent) b.Multiple advance degrees in complementary fields c.Experience providing facilitation support d.Specialized training in marketing, as well as quantitative and qualitative methods of evaluation e.Experience in marketing and branding f.Extensive documented experience with intelligence analysis g.Five or more years direct experience in providing direct support to a Flag Officer or equivalent vi.Level of Effort. 1.The anticipated level of effort for the Communication support is approximately 2,000 hours annually (1 full time equivalent (FTE)). Additional support may be required during the performance of this contract up to a level of 4,000 hours (2 FTEs) annually. c.Strategic Planning Support. This support is designed to assist the DDI with better aligning and building his leadership team to insure that the DI offices are working together toward a shared vision, goals, and objectives. This requires a contractor team to: i.Support the evolution and implementation of an integrated planning, programming, budgeting, and performance assessment process ii.Design a transparent process to develop the DI Strategic Plan, implementation roadmaps, and performance measures to ensure buy-in of DI leadership. Provide technical support and assist by developing drafts, coordinating with key leaders, and incorporating all changes into the new plan. iii.Develop the DDI contribution to DIA's Strategic Plan iv.Partner with the DI staff to develop the Deputy Director for Analysis implementation plan and roadmaps v.Develop performance measures to monitor progress toward the achievement of the goals and objectives contained in the DI?s portion of the strategic plan vi.Assist in drafting the Deputy Director for Analysis input to the DIA functional manager?s guidance to the plan is in sync with programming guidance vii.Qualifications. 1.Minimum required qualifications: a.Bachelors Degree b.Minimum of ten (10) years of professional intelligence, executive, or legislative experience c.At least two intelligence, executive or legislative assignments with experience at mid-level management or higher in two of the assignments at Division and higher in two of the assignments d.Experience developing intelligence plans, briefings, and reports e.Exceptional oral and written communications skills f.Mastery of Microsoft Word and PowerPoint 2.Desired qualifications: a.Advanced Degree (management, public policy, public administration international relations or international affairs, comparative politics, or foreign affairs desired) b.A graduate of the U.S. Army School for Advanced Military Studies (SAMS) or equivalent military or civilian educational experience c.A Senior Service College graduate d.Operational intelligence experience; preferably service at the operational or the Joint Staff level or a Foreign Area Officer and a tour of duty as a military attach? e.Service as a senior intelligence officer on a Colonel/Captain (O6) level or higher staff f.Strategic planning experience g.Communications planning experience h.Providing direct support to a Flag Officer, or equivalent, for at least two years i.Mastery of Microsoft Excel and Access viii.Level of Effort. 1.The anticipated level of effort for the Strategic Planning Support is approximately 2000 hours annually (1 full time equivalent (FTE)). Additional support may be required during the performance of this contract up to a level of 6000 hours (3 FTEs) annually. d.Graphic Artist Support. Provide support to the Initiatives Group, Communications team, Strategic Planning team, and the Deputy Director for Analysis leadership team with outstanding graphic artist support. Support shall consist of, but is not limited to, the following: i.Improve the graphic presentation of reports, documents, briefings, and publications, as well as websites and portals ii.Apply leading edge technologies and software to create outstanding briefings that present complex issues in clear and understandable layouts and graphics iii.Coordinate with other graphics specialists in DIA to display information consistent with evolving DIA graphic themes iv.Ensure the design and layout of all reports, documents, briefings, and publications are easily transferred to and retrievable from the various DIA web sites v.Develop a reference library of pictures, graphs, charts, symbols, tables, templates, and formats that are accessible for action officers to easily insert into reports, documents, briefings, and publications; maintain all information on office web sites or portals vi.Maintain an organized master reference file of office-generated work with an online index for easy retrieval by date, subject, title, and content vii.Qualifications. 1.Minimum required qualifications: a.Bachelors degree b.Minimum of five (5) years experience in providing graphics support c.Experience in developing executive-level briefings and providing graphic support d.Providing graphics and art for papers, pamphlets and brochures e.Mastery of Microsoft Word and PowerPoint 2.Desired qualifications: a.Bachelor of Science Degree, Major: Studio Art, Concentration in Graphic Design b.A minimum of seven (7) years experience in providing graphics support c.Knowledgeable of other many sophisticated graphics applications, such as Adobe Illustrator, In-Design, Acrobat, and Pagemaker; Quark Xpress; Corel Draw; and Macromedia Freehand and Flash d.Experienced in designing covers, layouts, and advertisements for newspapers, monthly newsletters, and television e.Able to provide professional quality graphical productions under tight deadlines and with short turnaround times to customers and managers f.At least two (2) years of providing editing support viii.Level of Effort. 1.The anticipated level of effort for the Briefing Support team is approximately 2000 hours annually (1 full time equivalent (FTE)). Additional support may be required during the performance of this contract up to a level of 4000 hours (2 FTEs) annually. e.Executive Support. Provide support to the Initiatives Group, Communications Team, and the Strategic Planning Team. Support consists of the following: i.Standardizing the DDI administrative support. ii.Schedule and coordinate meetings, events, appointments, and/or other similar activities for the team iii.Establish, maintain, and update files, databases, records, and/or other documents; develop and maintain data; and performs routine analyses and calculations in the processing of data for recurring internal reports iv.Maintain a suspense control log v.Sort, screen, review, and distribute incoming and outgoing mail for action items and compliance with policy; composes, prepares, or ensures timely responses to all written inquiries vi.Maintain the team calendars vii.Qualifications. 1.Minimum required qualifications: a.An associates degree b.Five (5) years of executive-level administrative support experience c.Administrative support officer d.Exceptional oral and written Communications skills e.Mastery of Microsoft outlook and Word 2.Desired qualifications: a.Bachelors degree b.Seven (7) years of administrative support experience c.Knowledge of handling of classified documents d.Providing direct support to a Flag Officer or equivalents e.Mastery of Microsoft Excel and PowerPoint viii.Level of Effort. 1.The anticipated level of effort for the Administrative Support is approximately 2000 hours annually (1 full time equivalent (FTE)). Additional support may be required during the performance of this contract up to a level of 4000 hours (2 FTEs) annually. 5.Place Of Performance. Unless otherwise specified, all efforts for this task are to be accomplished within the Washington metropolitan area DIA footprint using government furnished equipment and supplies. On-site contractors shall have access to relevant DIA data and documentation as necessary to perform the work described in this SOW. It is anticipated that this effort will be based out of DIAC facilities on Bolling AFB, Washington, DC. 6.Period of Performance. a.The base period of performance for this effort contract shall be from date of award through 31 December 2007, with the following four (1) one-year options: b.Option 1 ? 22 January 2008 through 31 December 2008 c.Option 2 ? 01 January 2009 through 31 December 2009 d.Option 3 ? 01 January 2010 through 31 December 2010 e.Option 4 ? 01 January 2011 through 31 December 2011 7.Summary of Deliverables and Schedule. a.Monthly Contract Status: The Government may hold monthly program management reviews (PMR). The contractor shall prepare and submit a soft copy of the cost/status report and invoice of labor hours and other direct costs expended per the basic contract agreement. The contractor will provide monthly status reports, NLT the tenth working day of each month. The reports will identify funds expended, funds remaining, progress made on the individual tasks, persons, contacted, and travel conducted in execution of tasks during the prior month. b.Trip/Meeting/Conference Reports: The contractor will provide a brief summary report for all trips, meetings, or conferences, NLT five working days upon return form travel or meeting/conference attendance. The reports will identify time, place, location, and topic of the meeting, brief summary of major issues discussed, key information/outcomes/actions of interest to DIA, key attendees/participants, and personnel contacted. The contractor shall develop and present briefings, develop and deliver appropriate papers, analytical studies, reports, or other oral and/or written communications as necessary. c.The contractor shall develop and present briefings, attend meetings, and represent Deputy Director for Analysis. The contractor shall develop and deliver appropriate papers, meeting minutes, analytical studies, reports, or other oral and/or written communications as necessary. d.Hard and/or softcopy documentation for analyses performed, to include findings and supporting materials may be required. 8.Travel Requirements. a.Contractor personnel may be required to travel locally to other DIA, government, and commercial locations within the Washington, D.C. metropolitan area. Non-local travel may be required beyond the Washington D.C. metropolitan area. All non-local travel shall be approved by the government technical lead prior to its incurrence. 9.Security. a.Security shall be in accordance with DD Form 254 (Contract Security Classification Specifications). Contractor personnel must have TS/SCI clearances. i.DIA SCI Security Clearance Required -- Personnel assigned to this task must possess either a DIA Top Secret SCI security clearance or a Top Secret security clearance and be ready for nomination for a DIA Top Secret SCI security clearance at the commencement of contract performance. b.The personnel performing the task will be subject to a non-disclosure agreement and cannot use the data revealed in the performance of this task to support any other contractor efforts. 10. Alley, Jr., DI Plans and Programs, 202-231-4688. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-012.
