- This notice is a combined synopsis/solicitation to procure commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on RFQ #70010. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-15. The North American Industry Classification System (NAICS) code for this procurement is 721110 and the size standard is $6.5 million. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) Branch on behalf of the National Institute of Neurological Disorders and Stoke (NINDS) has a requirement for meeting space for an annual Intramural Retreat for NINDS investigator and fellows. The NINDS Intramural Retreat is scheduled for April 25-27, 2007 and fulfils the conference/meeting criteria for training under the government Employees Training Act (5 U.S.C. 410.404). This training conference is for research fellows of the intramural research program in an intimate and reflective atmosphere to foster interaction, exchange of ideas and group cohesiveness. This training is an annual program to keep intramural scientist abreast of recent scientific advances and techniques within the institute to enhance their own research, to encourage collaborations among scientists, and to stimulate initiatives that will translate from basic to clinical research. The program will consist of an intense two and half day program which includes evening sessions. The NINDS fellows have tapped into and cut across basic and clinical mental health research opportunities and will use these sessions to enhance networking. A poster session is planned on the last day as an opportunity for the scientific researchers to exchange views on critical findings. Dates: a) Start Time: April 25 at 3:00pm b) End Time: April 27 at 1:00pm (including lunch) Location: The facility must be no more than 60 miles or a one (1) hour drive from the NIH campus, 9000 Rockville Pike, Bethesda, MD. 20892. Type of Facility: Space must include a general session conference room with dining room and other common areas for informal interactions in a self-contained building. It must be of a size and configuration to create an overall informal, intimate atmosphere to foster interaction, exchange of ideas and group cohesiveness and to ensure minimal distractions from non-retreat persons. Dining must accommodate group seating for all meals. Meals must be in a dining room setting and may be served by buffet, but not cafeteria style. Meals must include a variety of health conscious meals, including vegetarian option. COST OF MEALS MUST BE INCLUDED IN THE QUOTED PRICE. Overnight Guests: 04/25- 04/26/07 (60 x 2= 120) SINGLE and (92x 2= 184) DOUBLE complete meeting packages. All rooms must include private bath and data port. These packages are single/double occupancy to include lodging, breakfast/lunch/dinner, continuous breaks, conference, facilites, and amenities. Day Guests: April 26 (10) Meeting Rooms: 1. On 04/25 (3:00-5:00 pm) the facility must have a WELCOME ROOM for the check-in. 2. On 04/25, 04/26 and 04/27 (general meeting sessions) the CONFERENCE ROOM must be large enough to accommodate approximately 105-135 attendees (classroom style). 3. On 04/26, 6am-8pm the facility must have an OUTDOOR PAVILION or similar outdoor setting to accommodate thirty (30) 4? x 6? double-sided poster boards and a stand for the Poster Session and its attendees; the facility must also, provide the double-sided poster boards, stand, pins and the complete setup and breakdown. (1) Dedicated Audiovisual Technician: 4/26, 4/27 from 7:30-noon each day. Audio Visual: VGA switcher for 2 laptops, flip charts, overhead projector, slide projector, projector screen, VCR & monitor, whiteboard, pencils and pads, laser pointer, podium and microphone, lavaliere microphone, 2 hand-held wireless microphones. The Government intends to make a ?best Value buy? to the responsible offeror whose offer is most advantageous to the government. The quotations will be evaluated by the following criteria: 1. Past Performance: (15 points) three (3) similar functions in the past 3 years. 2. Adequacy of Facility: (35 points) conference facilities, lodgings, dining, location/setting. 3. Date/Time: (35 points) 4/25 (3pm) - 04/27/07 (1pm) must meet the date and time. 4. Accessibility of hotel staff: (15 point) conference support, poster stands and boards (furnish materials and setup/removal) and audio-visual technician.
