Description
The following questions and answers are hereby provided: 1) Are any electronic photos available regarding the crane to be inspected? Answer: No. 2) Are any crane drawings or sketches available? Answer: Yes, but on-site only. 3) Is this crane a tower crane, portal crane, or a gantry crane? Answer: A portal gantry crane. 4) Do you have any dimensional information on this crane such as length, width, boom height, hook capacity, length of boom, manufacturer, etc.? Answer: Manufacturer: Clyde, Model 24DE110+20?, Boom length is 110 feet, jib length is 20 feet, total height is 100 feet, capacity is 38 tons for main hoist and 10 tons for auxiliary. 5) Is the provision of a hi-reach or mobile equipment by USCG possible or does the contractor need to provide for the rental of one in his/her proposal? Answer: The areas that are to be inspected will be staged and there will be man lifts available if needed. 6) Is this request only open to small businesses? Answer: Yes. The small business set-aside size information is $4.5 Million. 7) Can a site visit be set up? Answer: Yes, you may contact Tim Walker at (410) 636-7696 or Barry Appolin at (410) 636-3197. Site visits will only be schedule from 08 January through 12 January 2007. 8) Would you consider a proposal based on time and material rates as opposed to a fixed cost or lump-sum contract? Answer: No. A firm-fixed price quote is required and shall include all travel and/or travel-related expenses. 9) Is this an indoor or outdoor crane? Answer: This is an outdoor crane that will have a tarped enclosure. 10) What is the age of the crane? Answer: The crane was manufactured in 1965. 11) What certifications are required for inspection services? Are they state-specific? Answer: Engineer bearing a PE stamp. 12) What is the estimated budget for this project? Answer: This information is not available for release. 13) Could it lead to additional structural work? Answer: No. This requirement is for inspection and reporting services only. 14) On the Request for Quote, under description of items or services, it states "Structural Engineer needed to perform inspection of Tower Crane #3. Work is to be started approximately Feb. 22, 2007 and to be completed within 5 days of the recommended repairs." The 22nd is on a Thursday. If the 5 days to complete the work are calendar days they would include the weekend. If business days, then it would be Thursday, Friday, Monday, Tuesday and Wednesday. If it is calendar days and includes the weekend, will the facility be open on that Saturday and Sunday for the work to continue? Answer: Five (5) work days. 15) You are asking for an engineering evaluation of the conditions of the crane and crane structure. Then you are giving 5 days for the written report to be submitted. Who is to do the repairs? Answer: The Coast Guard will be completing all repairs. Contractor will have 5 working days after initial inspection to submit a report and then 5 working days after the Coast Guard completes all repairs to submit a final report. 16) Who is to remove the coatings? Answer: The Coast Guard will remove all coatings. 17) Where is the crane located? Answer: U.S. Coast Guard YARD, 2401 Hawkins Point Road, Baltimore, Maryland 21226. ADDITIONAL INFORMATION: 1) The start date for these services is changed to read 22 February 2007. 2) Contractors who attend a site visit will not be permitted to ask additional questions. 3) All questions must be submitted in writing to Linda Mannion within two (2) calendar days after conclusion of site visits. 4) ANY CONTRACTORS WHO WISH TO RECEIVE A REQUEST FOR QUOTATION SHALL CONTACT LINDA MANNION AT Linda.A.Mannion@uscg.mil or (410) 762-6475.
