Description
The proposed procurement is solicited with full and open competition, NAICS Code 541710, size standard of 1500 employees. Period of performance is 01 Apr 07 through 31 Mar 08. Four one-year options may be awarded. The 88th Contracting Squadron anticipates a competitive acquisition for services to support the operations of the 46th Test Wing's Aerospace Vehicle Survivability Facility (AVSF). This multi-year requirement is to provide on-site support to the Aerospace Survivability and Safety Flight (ASSF) to plan and carry out tasks associated with its Aerospace Vehicle Survivability Facility (AVSF). The tasks are to apply, access, and extend state-of-the-art expertise in predicting, measuring, reducing, and repairing damage to aerospace flight vehicles resulting from peacetime and combat missions. The tasks involve aircraft subsystems and adjoining areas associated with aircraft systems such as fuel, hydraulic, electrical, structures, dry bays, flight control, secondary power, weapons, pneumatic, propulsion, and aircrew. The information collected from these activities is used to support the weapon system development community and includes RDAT&E (Research, Development, Acquisition, Test, and Evaluation) efforts to evaluate, apply, and advance the state-of-the-art in weapon system survivability. ASSF project teams are composed of members from Government, Industry, and Academia. The AVSF support contractor is a key player in identifying, defining, proposing, accomplishing, and documenting these activities. The acquisition is successful when the selected contractor provides timely, cost-effective, technically competent AVSF testing and engineering services. This solicitation/RFP will be issued electronically and posted on the Federal Business Opportunities (FBO) web site at http://www.FBO.gov. NO HARD COPIES WILL BE ISSUED FOR ANY REASON. The RFP will be issued on approximately 22 DEC 2006 on FBO. Once the solicitation/RFP has been posted, it is incumbent upon the interested parties to review this site frequently for updates to the documents. Refer all questions concerning this solicitation to Jennifer Cotts, Contract Specialist, at (937) 522-4555, fax at (937)656-1412, or email at Jennifer.Cotts@wpafb.af.mil. Mr. Stephen J. Miller has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals, or the source selection process. Therefore, for routine matters on individual solicitations, please contact Jennifer Cotts at the above number. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. Should you desire to contact the Ombudsman, Mr. Miller can be reached at (937) 255-5315, fax (937) 656-7193 or stephen.miller@wpafb.af.mil. The Department of Defense (DOD) has determined the Central Contractor Registration (CCR) to be the single DOD registration for contractors who Conduct business or who are interested in conducting business with the DOD. Contractors must be registered in CCR prior to award for solicitations issued after 31 May 1998. You may contact CCR at 1-888-CCR-2423, Fax: 1-703-696-0213.
