Description
This is a Sources Sought Announcement only for purposes of conducting Market Research. There is no solicitation available at this time. Request for a solicitation will not receive a response. The Southern Region Contracting Center-East (SRCC-E), Ft McPherson, Georgia is conducting market research to find out how many sources are available provide Operate and Maintain Ranges at Ft Campbell, KY. Background information: There Contractor shall provide all personnel, equipment, tools and materials, except those provided by the Government to operate and maintain all 56 live fire maneuvers ranges and small arms ranges to include Convoy LFX, NBC Chamber, bayonet assault course, multi purpose range complex and tunnel training complexes. The functional areas are: Range operations and maintenance, ground maintenance, facilities maintenance, safety and security, operation of wash rack and battery shop facilities, inspection, opening & closing of shoot houses, MOUT Facilities, firing points, observation points and maneuver training areas. Contractor shall also be prepared to set up non-standard ranges. Contractor shall issue range packets which include range flag and regulations. Contractor shall be responsible for monitoring range operation and ensuring training facilities utilized are restored to the original stage. Contractor shall inspect all units upon entering and closing of training areas, firing points, and observation points. Contractor shall operate the artillery road convoy live fire course (tag range area), water point at live fire complex, the bayonet assault course and tunnel complexes. Contractor shall perform daily operational, organizational maintenance and intermediate range tasks necessary to operate and maintain ERETS, NGATAS equipment, caswell equipment, pneumatic targets and accessory items. Contractor shall fabricate or procure and replace targets, accessories, hit sensors and serviceable thermal blankets. Using Government furnish material, the contractor shall maintain and repair fences, gates, railing, braces, gate fastening devices, posts, fence fabric, barbed wiring and all related components to keep original or specified line and grade in accordance with as-build drawings. Contractor shall repair or replace deteriorating, damaged or missing components of fences. Contractor shall inspect, service and maintain all range grounds. Work includes inspection, cleaning and correction of storm damage, correction of soil erosion areas or problems; performing tree and shrub maintenance; removal of trees and shrubs when directed by Contracting Officer. Repair pot holes and grade access roads. Ground consists of approximately 4,000 acres of range area and 64,664 acres of maneuverable training areas. Contractor shall replace sand bag, remove water from foxholes, cut grass assists units in putting out fires and perform other general maintenance work. Contractor shall be responsible for transportation of equipment, heavy materials and repair parts to and from range facilities. Ranges are located in Montgomery County and Stewart County, Tennessee and in the Christian County and Trigg County, Kentucky. The anticipated North American Industrial Classification System code for this acquisition is 561210; small business size standard is $6Mil. The Government will not reimburse any concern for any information that is submitted in response to this Sources Sought request. Any information submitted is voluntary. Interested business concerns are invited to provide a capabilities statement via email. If available, please provide GSA Contract number and estimated cost range. All interested business concerns are required to respond to the sources sought announcement via email by December 20, 2006, 12:00 p.m. EDT. Responses shall not exceed 10 pages and must include business size (large, small, 8(a), SDB, VO, WO, HubZone e.g.), company point of contact, email address, telephone and facsimile numbers. The information provided in response to this sources sought will be part of the acquisition strategy for this requirement.
