- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-07-R-0004. This acquisition is issued as an Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-14, dated November 22, 2006. (iv) The associated NAICS code is 511120. The small business size standard is 500 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN Item/Description Quantity CLIN 0001 Online Access to Elsevier Library for 12 month(s) 1 CLIN 0002 Online Access to Elsevier Library for 12 month (option) 1 CLIN 0003 Online Access to Elsevier Library for 12 month (option) 1 CLIN 0004 Online Access to Elsevier Library for 12 month (option) 1 CLIN 0005 Onlinr Access to Elsevier Library for 12 month (option) 1 (vi) Description of requirements: Statement of Work Elsevier ScienceDirect Online Service C.1 SCOPE: The ARL Technical Library has a requirement for online access to electronic journal subscriptions on the Elsevier ScienceDirect platform. As part of its mission, the ARL Technical Library is responsible for providing all ARL researchers, regardless of lo cation, with easily accessible, consistently available information tools necessary to conduct research in a wide variety of scientific and technical subject areas. C.2 REQUIREMENTS: The contractor shall meet the following requirements for one (1) base 12 month period of performance and for a total of four (4) consecutive Optional 12 month periods of performance, if exercised, as follows: C.2.1 The contractor shall supply access to Elsevier ScienceDirect Online, the integrated web-based platform designed to support all levels of scientific, technical and scholarly research available at the desktop of all ARL Technical Library authorized users. The online access shall include full-text to include the current year and a ll available back files; as well as indexing and abstracting of non-subscribed titles. The contractor shall ensure that articles from non-subscribed titles are available on demand through transactional allowances. The contractor shall ensure that the capa bility to search the MEDLINE database and online web resources via SCIRUS are also available. C.2.2 The contractor shall ensure that the Government researchers are able to search the journal content from their workstations and easily navigate through results to include end-users ability to search using natural language and/or Boolean operators to include basic or advanced searching and to limit by year(s) published, general subject areas and/or English language documents. The contractor shall ensure that the Government researchers are able to search general searchable fields to include: abstract, title, author, author affiliation, ISSN, references, and the full-text of Elsevier published articles. The contractor shall ensure that there is a capability to search in-press articles not yet published, and to limit search by subscribed journals, and sp ecific journal issues. C.2.3 The contractor shall ensure the following data is stored for each item in the databases, and shall comprise an item record: title, author(s)/inventor(s), journal, issue, page(s), abstract, keywords, author/inventor addresses, publisher. The contrac tor shall ensure searched terms are highlighted within the resulting abstracts. The contractor shall ensure that from each item record, the end-user isable to link to: " Cited References A list of records cited by the document. " Citing Articles A list of records that cite the article. " Email of participating authors. " Table of Contents of journal issue directly or through Cross-Ref. The contractor shall ensure that from each item record the end-user is able to save citation as an alert, email the record or export to reference manager program or in ASCII format. The contractor shall ensure that all results are able to be marked for re tention. C.2.4 The contractor shall ensure that search capabilities described above include an ability for end users to create individual profiles, which allow the end-user to identify favorite journals, and set up alerts that are emailed notifying the end-user of articles published in their area(s) of interest. C.2.5 The contractor shall ensure that the statistics reports shall comply with the COUNTER Code of Practice to Level 1, and that the contractor has the latest level of compliance. C.2.6 The contractor shall ensure that all updates marketed and sold to new customers are provided at no additional cost. (vii) Delivery is required by 01 January 2007. Acceptance shall be performed at APG, MD. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is not applicable. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer. {include a ny other certs that are applicable} (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
