Description
This is a pre-solicitation notice for Solicitation W52P1J-06-R-0206. Estimated issue date is 8 January 2007 and estimated closing date is 7 February 2007. Item: 25mm PGU-23/U Target Practice Cartridges, NSN: 1305-01-390-7977, Part Number: 1397AS39 0-2. This requirement is restricted to the National Technology and Industrial Base (NTIB), which is the U.S. and Canada. This RFP will be for one (1) five-year, Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The minimum value of the resulting IDIQ contract is $2.4 Million. Maximum value of the contract will be $15 Million. The main components of the PGU-23/U TP cartridge are the steel projectile body, propellant, steel cartridge case, and percussion primer. Production of the 25MM PGU-23/U TP is very complex and requires sophisticated industrial capabilities. Offerors to th is RFP must have the skills and production capabilities available to manufacture and prove out the 25MM PGU-23/U TP Cartridge. Specific skills required to manufacture the 25MM PGU-23/U TP Cartridge are as follows: propellant experts, set-up mechanics, mac hinists, process engineers, and inspection personnel with the critical skills needed to successfully produce this round. Specific production capabilities required include: equipment to Load, Assemble, and Pack (LAP) this cartridge; required propellant sto rage and handling facilities; ballistic test equipment; and specialized machine tooling unique to the manufacture of the PGU-23/U TP Cartridge. Potential producers must be able to successfully conduct/complete a First Article Acceptance Test within 120 days after award, with the first production delivery due 180 days after award. The technical data package (TDP) associated with 25mm PGU-23/U TP c artridge is coded Distribution D, which means distribution is authorized to the Department of Defense (DOD) and DoD Contractors only. To receive the TDP, all interested contractors must be registered in the Joint Certification Program (JCP) at: http://www .dlis.dla.mil/. A CD will be available from the contract specialist as soon as the solicitation is issued which contains the PGU-23/U TDP.
