- The U. S. Army Medical Research Acquisition Activity (USAMRAA) intends to acquire a Trauma Physiologist to perform research for Resuscitative fluid therapy for combined head injury and hemorrhage at the Walter Reed Institute of Research (WRAIR), Wash ington, D.C. Contract performance period shall be one year from date of award with 1-one year option period and a second option period of eight months. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format i n Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a request for proposal (RFP) an d the solicitation document and incorporated provisions and clauses are thus in effect through Federal Acquisition Circular 90-46. The Statement of Work is as follows: Traumatic brain injury is one of the most prevalent causes of death among combat casualties, and the morbidity and mortality resulting from head injury is greatly exacerbated by accompanying hypotension due to hemorrhage. Rodent preclinical models of fluid percussion-induced traumatic brain injury and isobaric hemorrhagic hypotension are combined to study pathophysiological mechanisms unique to this large subpopulation of patients and to elvaluate novel resuscitative interventions targeting these mediators. These experimental evaluations employ acute manipulation and measurements of cardiovascular function and systemic metabolic status, along with longer-term assessments of behavioral and neuropathological outcome. OBJECTIVE An individual with an advanced de gree (e.g. Ph.D.), post-doctoral training in physiology and/or neuroscience, and extensive hands-on experience with rodent surgery and physiological monitoring techniques will conduct experiments with laboratory rats that are designed to gain insights into the far-forward care of combat casualties with head injury and hemorrhagic hypotension. Evaluations of outcomnes and associated physiological parameters in these preclinical experiments will serve to identify treatment strategies suited for military medical operations. Experiments will be conducted using fluid percuss ion-induced brain injury and/or isobaric hemorrhagic hypotension. Experiments will address how blood loss worsens the brain's pathophysiological responses to trauma, and will evaluate the possible role of disrupted systelnic metabolic status in the pathophysiology of these combined injuries. These data will be compiled and analyzed and will provide insights critical to USAMRMC combat casualty care research. SPECIFIC TASKS: The following tasks shall be performed independent of Government supervision, direction or control: Performs and/or oversees duties associated with the surgical preparation, physiological monitoring. and behavioral training and testing of animal subjects. Surgical tasks will include stereotaxic surgery (craniotomy) and blood vessel cannulation (femoral artery, femoral vein and tail artery). The incumbent must also be capable of handling and caring for laboratory rats, using rodent test equipment, and writi ng and executing laboratory computer, data analysis, and graphic display software. Rodent handling and care, data analysis and transfer, and graphic display of data will be required on a daily basis. Serving as an independent investigator, the incumbent wi ll also be responsible for the routine maintenance and utilization of the instrumentation required for monitoring cardiovascular (e.g. arterial pressure and heart rate), metabolic (e.g. O2 consumption, CO2 production, heat production), and brain injury sta tus (e.g. laser Doppler flowmetry, cerebral oxygen tension) and the execution of experiments using these data collection techniques. Designs and coordinates experiments, provides guidance and assistance to coworkers and collaborators, and answers questions a bout experimental objectives and techniques to be used to fulfill these objectives. Recommends equipment acquisitions appropriate for experimental procedures and lnaintains a laboratory inventory of chemical reagents and surgical supplies required for thes e tasks. Conducts experiments at an average completion rate of 10 experimental subjects per month. Deviations from this rate due to unforeseen circumstances (e.g. equipment malfunction, animal illnesses) will be immediately brought to the attention of the COR and necessary adjustments will be made. Compiles, analyzes, and interprets data. Prepares or contributes to the summary of experimental findings for presentation at scientific meetings, in reports, and in scientific journals. When each treatment group contains 10 experimental subjects, data will be compiled, statistically analyzed, and summarized. REPORTING REQUIREMENTS: Monthly Report. In addition to providing all collected data to the COR, the contractor shall prepare and deliver written monthly progr ess reports and will submit them no later than the 15th of each month. Final Technical Comprehensive Report. A written Final Technical Report will be provided documenting all work performed under this effort, including a description of the task, the result s of all analyses, conclusions and recommendations. The report will be delivered to the COR and the prime contractor within 30 days of the completion of the task. QUALIFICATION REQUIREMENTS: Implementation of the titled project requires an individual with an advanced degree (e.g. Ph.D.), post-doctoral training in physiology and/or neuroscience, a fundamental understanding ofresuscitative medicine and the issues impacting far-forward care of combat casualties, and extensive hands-on experience in the laborat ory utilizing the rodent surgery and physiological monitoring techniques required to conduct experiments designed to gain insights into the far-forward care of combat casualties with head injury and hemorrhagic hypotension. The incumbent must have knowledg e of personnel management techniques appropriate for interaction with coworkers receiving instructional assistance in the named areas. Services provided by the incumbent will also require an up-to-date knowledge of instrumental physiological analysis, comp uters, and the selection and use of software required for the testing of experimental subjects and the collection, compilation, and assessment of experimental data from these subjects. This solicitation is a set-aside for small businesses. Evaluation of offers shall be based on the following factors: (1) Technical capability of the services offered to meet the Government requirement to include: Education: An advanced degree (e.g. Ph.D.), post-doctoral training in physiology and/or neuroscie nce, a fundamental understanding of resuscitative medicine, hands-on experience in the laboratory utilizing rodent surgery ahd physiological monitoring techniques. The incumbent must have knowledge of personnel management techniques appropriate for intera ction with coworkers receiving instructional assistance in the named areas. Services provided by the incumbent will also require an up-to-date knowledge of instrumental physiological analysis, computers, and the selection and use of software required for t he testing of experimental subjects and the collection, compilation, and assessment of experimental data from these subjects. Candidates will be evaluated on the extent to which they possess the appropriate technical knowledge and expertise to satisfy cust omer goals and expectations. Experience: Applicants will be evaluated based on proven ability to work with others conducting collaborative research in a multidisciplinary scientific organization. (2) Past Performance, and (3) Price. Factors are listed in descending order of importan ce. Each offeror must (1) submit written information that pertains to the proposed candidate's ability to perform the required services, (2) identify two federal, state, local government, or private contracts for which the offeror has performed work similar to the SOW in this solicitation (include contracts within the last two years, POCs, and telephone numbers), (3) submit an offer to include the cost to provide physiology and/or neuroscience support services on a firm-fixed-price basis for one year plus 1-one year option period and 1-eight month option period and the price associated with the input of the Accounting for Contract Services info rmation in the website operated and maintaind by the Assistant Secretary of the Army (Manpower & Reserve Affairs) (https://contractormanpower.armypentagon.mil) for one year plus 1-one year option period and 1-eight month option periods, and (4) establish a nd maintain a Quality Control Plan to ensure that all services, specified in the Performance Work Statement (Statement of Work), are provided and include timeliness and level of quality. The Quality Control Plan (QCP) will be incorporated into the contract and shall be updated thereafter as approved changes occur. By the same token, the Government will monitor the contractor's performance under the contract. The Government retains the rights provided in FAR 52.246-4. The Government's Quality Assurance Surve illance Plan will be incorporated into the resultant contract.
