Description

This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ), number DLQ070012. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-14. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 333120. The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 750 employees. The line item numbers are: Line Item 1, Bron V75-3 or equivalent Offsetting cable plow, installed to include the following: 1 inch thick backplate, Maximum working depth - 48 inches Length of plow assembly - 121.5 inches Offset range (either side of center) - 58 inches Shank clearance transport position - 22 inches Recommended dozer horsepower range - 120 to 150 Gallons per minute required for vibrator at low dozer idle - 40 Approximate weight of plow - 4,450 pounds Plow to be provided with pipe reel capable of holding 500 feet of 1-1/4 inch 125, psi polyethylene pipe suitable for mounting on front of dozer. Pipe layer will be mounted on a 2006 Caterpillar D6N dozer with the following specifications: Caterpillar D6N PS XL DS tractor with the following options: Heavy duty alternator, 65 amp Heavy duty track guard/guide Sun shade (overcab protection plate) Reversible fan Track, 22 inch ES (40 sec), heavy duty Forestry arrangement, complete Heavy duty battery 6-way bulldozer blade, 6VPAT, XL bulldozer, complete Hydraulics, 4 valve Antifreeze, -58 degree Fahrenheit Bureau of Land Management will deliver and pickup the dozer for installation of the pipe layer within 250 road miles of Salmon, Idaho. The vendor shall be responsible for transportation and travel costs incurred by the BLM in excess of 250 road miles for delivery and pickup of the dozer. The provision at 52.212-1, Instructions to Offerors-Commercial Items is applicable. Offerors shall include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause 52.212-4, Contract Terms and Conditions-Commercial Items, is applicable. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is applicable, and the following additional FAR clauses cited in the clause are applicable: 52.204-07, 52.211-05, 52.211-06, 52.219-06, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.223-03 Alt. 1, 52.223-06, 52.232-33.
