- NAVAIR NAWCAD Lakehurst intends to enter into a sole source delivery order with the Bell-Boeing JPO (BBJPO) for the procurement of the manufacture and testing of Peculiar Support Equipment (PSE) and associated supportability data to support the Organizational (O) and intermediate (I) levels of maintenance of the V-22 Aircraft. The V-22 PSE is comprised of 28 items that shall be used in support of the V-22 Aircraft. These items include, but are not limited to, a Engine Rinse Wand, Set Foam Replacement Fuel Cell, Click-STUD Template, Sling Assembly Pendulum Damper, Blade fold Actuator Test System, Puller Tool Set, Shaft Driven Compressor Oil Drain Fitting, Staked Bearing Maintenance Set, Cable De-Ice, Portable Man-lift, Blade Trailer Adapter, Fixture Load Engine, Coupling Purge Engine, River less Tool Set, Blade Harness Alignment Tool, Spindle Install Tool, and a Blade Latch Rigging Gage. These items are being procured as a bundle to facilitate the standup of O and I levels of maintenance. The Navy does not own specifications, drawings, and related data to permit full and open competition. BBJPO, the designer, developer, and integrator of the V-22 Aircraft Weapons System, is the original manufacturer of the V-22 aircraft and remains the only business entity that has all the required proprietary rights and non disclosure agreements with the suppliers of the aircraft components that are necessary to design, develop, and manufacture the Organizational, Intermediate, and Depot Level PSE. The Government intends to procure this equipment under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
