- Description
- This is NOT a solicitation announcement. This is a sources sought synopsis for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information received. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. STATEMENT OF WORK: An inventory code system, hereby referred to as Networx Inventory Code (NIC) system is required in support of the General Services Administration, Federal Acquisition Service (FAS), Networx program. The Networx program will provide mission critical telecommunications services to government agencies. The FAS Networx program consists of two acquisitions- Networx Universal and Networx Enterprise. As existing contracts expire, agencies expect FAS to award replacement contracts that will enable agencies to maintain continuity of existing telecommunication services and to procure the next generation of telecommunication services. The NIC system will be the designated vehicle for creating, maintaining, and reporting of the NIC and related data items. The Government is seeking information from perspective Contractors to provide a NIC system. The term “Contractor” includes contractor personnel, subcontractors, and consultants. All contractor personnel shall be considered procurement officials and will be subject to the provisions of Section 17 of the Office of Federal Procurement Policy Act (41.U.S.C.423). The NIC System shall consist of a database, web based user interface and reporting tools that can be used to create, inventory and manage the NICs and related data items for GSA and other Governmental Agencies. The volume of records in the NIC system will exceed 50,000 records. The NIC System shall support a flexible ad hoc reporting system. Users shall be able to run reports against Network Site Codes (NSCs), NICs, and related data items. DELIVERABLES: The deliverables resulting from this work shall meet three goals of GSA: 1) The NIC System shall be the master repository for NSC, NICs, Detail Records and related data items. 2) Utilization by the Telecommunications Service Providers of a system they are familiar with and use as part of their commercial business. 3) Utilization by the Telecommunications Service Providers of a standardized coding scheme for inventorying services delivered by the service providers. REQUIREMENTS: The following represents four high level requirements for the implementation of the NIC system: 1) Modification of Existing Commercial System: The NIC system shall be a modification of an existing commercial system and shall be designed to support the creation, maintenance and reporting of the NIC and related data items. 2) Migration of GSA FTS 2001 Service Delivery Points (SDP) to the NIC System: As part of this work effort, the Contractor shall migrate the existing GSA SDPs into the NIC database, to include identifying the Serving Wire Center (SWC) for each such NSC. The Contractor shall validate the mapping of SDP locations to SWCs contained in the Networx RFP Table B.6.5-9. 3) Training: The following are training requirements for the NIC implementation: a. Conduct user training for GSA personnel, b. Develop train the trainer materials for GSA personnel, c. Develop training materials for GSA vendors. 4) Hosting the NIC System: The Contractor shall make provisions for hosting the NIC system and provide related support as a managed service on an ongoing basis. This support shall cover both the system, and the codes and data relating to the system. The ongoing service will be covered in a separate commercial license agreement between GSA and the selected Contractor. The Contractor will be responsible for providing an end-to-end, commercially available, proven coding system/application for the Federal Government in support of the Networx project. The NIC system will be used for several purposes: ordering, billing, inventory management, service management and reporting. The NIC system shall consist of alphanumeric characters which represent a NSC. The NSC will use geographical and geopolitical codes to represent buildings, structures, enclosures or other fixed, physical locations. The NSC will be provided by the Contractor. The NIC will consist of the NSC plus additional characters representing the contract and service ordered by an Agency at a specified network site. The NIC shall be provided by the Contractor.. for those locations where dedicated access is required for the service ordered, the NSC is used to determine the SWC that serves the SDP. GSA will maintain and provide to the contractor, a mapping of NSCs to SWCs. Requirements relating to the Networx Universal and Networx Enterprise Requests for Proposals may be obtained at fedbizopps.gov under solicitation numbers: TQC-JTB-05-0001 AND TQC-JTB-05-0002, dated May 06, 2006. ADMINISTRATIVE: The Government seeks a Contractor to provide an end-to-end, commercially proven coding system/application for Federal Government agencies and Telecommunications Service Providers. The Contractor shall provide and operate NIC services twenty four hours a day, seven days a week (24/7), and 365 days a year. Contractor shall provide a full time technical support team to assist in the resolution of any issues identified by GSA, Government Agencies or Telecommunications Service Providers. HOW TO RESPOND: Interested Contractors are invited to identify their interest and technical capabilities to the requirements of this Sources Sought Notice within 10 working days, preferably via email. Responses to this notice shall be submitted by 2:00PM ET on May 3, 2006. Perspective Contractors are required to provide the response to the Sources Sought Notice in the form of Capability Statements. Capability statements must address relevant experience, existing offerings and past performance. The capability statements must also indicate the contractor’s capability to perform the proposed services identified in this document. Capability Statements are to be limited to 10 pages (minimum font size 10) and 10 pages of figures and tables. Brochures alone are not sufficient documentation for demonstration of capabilities. Responses will not be returned. This notice of intent is NOT a request for competitive proposals and will not result in a contract award. Perspective Contractors shall send their electronic response to anna.brown@gsa.gov or the address below. No collect calls or telephone inquiries will be accepted. This is a sources sought synopsis. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be posted on the fedbizopps.gov website. It is the potential Contractor’s responsibility to monitor this site for the release of any solicitation. Responses to this sources sought synopsis will not be accepted as a response to a solicitation announcement if there is one in the future. The contractor shall comply with OMB Circular A-130, the Federal Information Systems Management Act (FISMA) and Federal Information Processing Standard (FIPS 199), for Security Certification and Accreditation of Federal Information Systems. Contractor shall support the Government in its compliance with Section 508 standards. The contractor must sign Conflict of Interest and Confidentiality statements to be involved in any contract that could result for this effort. The contractor shall provide engineering, design, installation, implementation support, and training. Contractor shall provide software and secure interface for authorized users to access the NIC system via the World Wide Web. The contractor shall provide telecommunications and site facilities, personnel and equipment as required to meet the workload requirements of this effort. The contractor shall provide toll-free access numbers for customer support and technical support for users. The contractor shall provide work site redundancy features that will ensure continuity of service to include, but not limited to, network failure, uninterruptible power, battery backup, standby central processing unit (CPU), administrative/maintenance terminals, and other service interruptions. The contractor shall ensure that the NIC system remains operational in the event of a power outage or other outage. Respondents to this notice MUST indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, and Hub Zone or Service Disabled Veteran-Owned Small Business concern under NAICS Code 517110 with a size standard of $12.5 M. PERIOD OF PERFORMANCE: The proposed period of performance for this acquisition will be for five years.
