- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitute the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a total Small Business category. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-13. Delivery and acceptance will be at Bethesda, Maryland. The period of Performance: One Base Year plus three Option Year. The National Institute of Mental Health (NIMH) is seeking for Professional Data Manager and Assistance Data Manager to apply innovative approaches for a range of data generated within three catagegories: 1) clinical data of sensitive nature that contains personal identifiers; 2) anonymized clinical data; and 3) data generated by molecular methods in the laboratory, including genotypes, sequences. The labor hours for the Data Manager shall be 8,320 hours and the Assistance Data Manager shall be 4680 hours. The unit on the Genetic Basis of Mood and Anxiety Disorders, within the Mood and Anxiety Disorders Program, is a clinical genetics research program with both human-subjects and laboratory components. NIMH leadership position in the field depends critically on the generation of large amounts of clinical and genotypic data related to NIMH research focus on such large quantities of data demand the most highly sophisticated data management to maintain the accuracy, integrity, security, and archival value of the data. Description of work: The Contractor shall be in charge of all three types of data. The contractor shall operate, maintain, and where needed further develop an existing relational database designed for this purpose. Some additional database design and development will be required. The Contractor shall control access to data, under direction of the responsible senior investigator, in order to ensure the security and integrity of the database at all times. The Contractor will coordinate and train data entry personnel, ensure adequate data back-up procedures are followed, and provide technical support to users. The Contractor shall provide routine and customized summary reports and data files for analysis, as directed. The Contractor shall need to have extensive experience with relational database management systems and methods of data verification and archiving. There is high volume of data generated and the need for daily coordination necessitates a full- time commitment of a Data Manager and Assistant Data Manager. Prerequisites Requirement: the project requires extensive training and experience. The Contractor shall need to have extensive experience with relational database management system and methods of data verification and archiving. Prior education for the Data Manager must consist of Masters in Computer Science or related disciplines (or a Bachelor?s plus at least 2 years relevant experience); the Assistant Data Manager must have a bachelor?s degree in the physical sciences plus at least 6 months of relevant experience, including programming. The Proposal must demonstrate education, experience, and an understanding of the requirement. The proposal must demonstrated excellent organizational skills and ability to work with a team. The proposal must demonstrate knowledge of basic genetics and statistics as evidenced by relevant course work or experience; and experience in clinical research. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The provision at 52.212-1, Instructions to Offerors Commercial, applies to the acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. The evaluations factors: 1) Ability to meet the technical requirement, 2) Experience in clinical data with person identifiers in genetics, statistics, 3) Past performance in similar efforts. Offers will also be evaluated on best value on technical and lowest cost to Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with it offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition and Clause 23.500 Drug Free Workplace. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders.
