Description

The Bureau of Reclamation, Lower Colorado Region has a requirement for labor installation services to install pre-manufactured Unit Control Modernization equipment (provided by the Government). The Government intends to award an Indefinite-Delivery-Indefinite-Quantity contract for a base year and four (4) option years. Fixed price task orders for equipment installation will be issued as each job is scheduled in coordination with generating unit outgages. The estimated magnitude of each task order is between $25,000 and $100,000 with a total contract value estimated between $1,000,000 - $5,000,000 for all option periods. The new equipment will be installed on 26 hydro generating units in the power plants at Hoover Dam, Arizona/Nevada; Davis Dam, Arizona; and Parker Dam, California. Principal features of the work include, but are not limited to, providing qualified, skilled labor and supervision, and incidental materials to: (1) Remove and dispose of existing equipment including control panels, relay panels, unit excitation cabinets, and governor components, (2) Install hydroelectric equipment provided by the Government including new unit control cabinets; relay cabinets; generator remote I/O cabinets; excitation control cabinets, governor cabinets; and hydroelectric governor components, (3) Install conduit, cabling, and interconnection wiring (#18 through #8 control wiring) between the new control cabinets; generator cabinets; relay cabinets; excitation cabinets; governor cabinets; and equipment; (4) Provide service support during the commissioning and testing of the new equipment; and (5) Provide electronic drawing revisions to electrical connection and schematic drawings showing removal and installation of equipment, cables, and wires. The work is located at the following locations: (1) Hoover Dam - Located approximately 7 miles northwest of Boulder City, Nevada and 32 miles southeast of Las Vegas, Clark County, Nevada. (2) Parker Dam - Located between Arizona and California, 17 miles northeast of Parker, CA. (3) Davis Dam - Located 10 miles north of the point where Arizona, Nevada and California meet, and approximately 2 miles upstream from Laughlin, NV and Bullhead City, AZ This solicitation is unrestricted. The North American Industry Classification System (NAICS) code for this acquisition is 238210 Electrical Contractors with a small business size standard of $13M. The solicitation, in the form of a Request for Proposal (RFP), will be issued on or about January 26, 2007 with offers due thirty (30) days after. The RFP will include evaluation factors for experience, past performance, and price. It is anticipated that one contract will be awarded. The estimated contract award date is April 16, 2007. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.FedBizOpps.gov. The Government reserves the right to issue the solicitation on paper or CD if the FedBizOpps (FBO) web site becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so. Offerors should register at the FBO to be included on the offeror list in order to receive notifications pertaining to the solicitation, or visit the FBO website after issuance download the solicitation and any subsequent amendments.
