THIS IS NOT A REQUEST FOR PROPOSALS. This request for information does not commit the Government to pay any cost incurred in preparation or any submission to this Sources Sought Notice or to a contract for services. Under North American Industry Classification System Code 541710, the EPA is in search of small businesses to provide access to the best available datasets on the locations of species of concern occurring in the U.S. and to make available subject-area consultation and associated web and technical support services. The contractor is required to work in a partnership with the Natural Heritage Programs (NHP) to provide access to precise data on rare, threatened and endangered species, critical habitat and other related datasets. Data will be used for Agency?s planning, policy, and on-site activities leading to the minimization of the impact on those species and habitat. Data must be provided at varying levels of resolution. The end result is to develop a ?one-stop shopping? process for high quality, standardized biodiversity data at precise local, regional, and national levels. The specific tasks include: 1) Project Management and Administration through a descriptive Work Plan including contractor?s schedule, costs, etc. and quarterly status reports; 2) Species Dataset and Access (License) to provide a national dataset(s) derived from NHP data and data access licensing; 3) Consultation Services including but not limited to identifying current status and confirmation of species/habitat locations, providing assessments, current and potential trends, providing ground and on-site technical expertise, evaluating environmental-relating regulatory and remediation work plans/proposal to identify impacts and risks on species (see Statement of Work for further detail); 4) Species Database and Application Technical Services whereby the contractor will develop habitat and species database tools and applications to perform a tasks described in the Statement of Work; 5) Additional Support Services in the form of outreach, communication, and training within and outside of the Agency through conducting presentations, workshops, and response services. Full details of tentative contractor requirements are posted in the Statement of Work (SOW). Firms shall demonstrate their abilities by providing information on their technical capabilities to perform the tasks above and in the Statement of Work. Firms should indicate their ability to staff a mix of technical personnel with relevant experience in performing the tasks identified in the SOW, and any previous relevant corporate experience in performing similar work activities. Capability submissions are limited to 10 pages of 8 ?? x 11? paper, customary font typeface, no smaller than 10-point font size, and no less than ?? margins. Each offeror shall submit ONE complete version of its submission, inclusive of one original and one copy. Interested parties shall forward their capabilities submission to the Contract Specialist at the above address.
