Description
NASA/GRC has been assigned follow-on development work which requires the use of ModelCenter Software Licenses. Additional licenses must be purchased to support current milestones and are necessary to develop ModelCenter plug-ins and Analysis Server components to build upon the existing airframe modeling integration framework. ModelCenter has been used in the initial airframe framework and is currently being used to further enhance the framework capabilities. ModelCenter provides a visual environment to integrate tools to support engineering processes. The Analysis Server provides the capability to wrap existing codes which may then be accessed with ModelCenter. CenterLink provides a web-based interface used to share resources and collaborate among geographically distributed tools. ModelCenter, Analysis Server and CenterLink are compatible tools available within the engineering environment developed and owned by Phoenix Integration, Inc. NASA/GRC intends to purchase these additional licenses and support from Phoenix Integration, 1715 Pratt Dr., Ste 200, Blacksburg, VA 24060. The ModelCenter software currently being used was originally purchased from Phoenix Integration who owns the source code. Also, the software is proprietary and unique to this vendor. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The Sole Source is under the authority of FAR reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 28, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
