- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Jeffrey Horlick, 8 Duvall Lane, Gaithersburg, MD under the authority of FAR 13.106-1(b)(1), soliciting from a single source. This procurement is to increase the recognition and acceptance of The National Voluntary Laboratory Accreditation Program (NVLAP), by NIST?s domestic and international customers and stakeholders by increasing the impact of NIST?s laboratory accreditation. This involves assessor training/ISO/IEC/1702 training; proficiency testing for several of the product testing and calibration programs; international travel associated with representation of NVLAP at APLAC, ISO, and/or ILAC; representation of NVLAP at conferences and seminars; and support for laboratory scopes for the calibration program. The program was established by NIST in 1976 to serve the needs of the government and private sector, by fostering and promoting a uniformly acceptable base of professional and technical competence in the laboratory community, and to facilitate and promote acceptance of calibration and test results between countries to avoid barriers to trade. The combination of testing and calibration laboratory accreditations by NVLAP provides an infrastructure of competent measurement laboratories supporting domestic and international trade and conformity assessment activities. The program provides an unbiased third-party evaluation and recognition of performance, as well as expert technical guidance to upgrade laboratory performance. A fixed price purchase order will be issued on or about December 29, 2006. The performance period will begin approximately January 8, 2007 through September 30, 2007.
