- The National Institutes of Health (NIH) National Institute of Child Health and Human Development (NICHD) has a requirement to procure the services of Dr. Sviridov (Institute for Laser and Information Technologies, Russian Academy of Sciences, Troitsk, Moscow Region, Russia) to solve problems in experimental biomedical optics related in particular, to tissue cracterization in vivo and in tissue-like phantoms. The Laboratory of Integrative and Medical Biophysics (LIMB), Section on Biomedical Stochastic Physics (SBSP), NICHD, conducts experimental and analytical research aimed at application of various optical modalities for tissue characterization and medical diagnostics. In particular, Section staff work on projects in which different optical techniques (e.g. thermal imaging, Doppler effect, diffuse optical imaging etc.) are used to study and monitor physiological status of tissues in vivo, looking for specific features, characteristic for some diseases (e.g., oral and skin cancer). A large? portion of our? research efforts have been devoted to developing methodology to quantify optical parameters of tissues and, thus, enhance capabilities of optical imaging as a useful clinical modality. One of the promising areas of investigation is application of polarized light to elucidate tissue structure and its variation due to progressing disease (e.g., cancer). The advancement of these, methods in a clinical setting would greatly benefit from the development of polarized videoreflectometry methods for noninvasive characterization of tissues and tissue-like materials. To support these projects we have a need for professional assistance by a specialist who has an extensive expertise in areas of interaction of laser Light with biological tissues and measurements of the optical properties of tissues. Several new experimental design schemes and methodologies are in the process of being developed for which expertise in light polarization analysis and noninvasive optical monitoring of tissues in vivo are essential. The following project is representative of the work that is required: 1) Improve designed endoscopic system for polarization degree patterning and evaluate its performance for analysis of the epithelial tissues, in particular, early detection of their abnormalities; 2) Develop experimental setup, providing simultaneous measurement of cross- and co-polarized intensity distributions from tissue layers, illuminated with the linearly polarized beam that can be used in the clinical setting for investigation of skin fibrosis; 3) Develop methods of correlation analysis, using polarization data, to enhance visibility of hidden subsurface structures in tissues, e.g., to characterize the state of human teeth ex vivo; 4) Analyze application of multi-spectral imaging of human skin in vivo to quantification of blood oxygenation. Dr. Sviridov is uniquely qualified to satisfy the requirements of the contract. He possesses a Ph.D. in physics and has a deep knowledge of the subject, and has been devoting most of his professional life, using various optical methods with great success. Some of these problems are similar to the ones we are facing. Collaboration between our Section (LIMB/SBSP) and Dr. Sviridov (Institute for Laser and Information Technologies of the Russian Academy of Sciences, Moscow, Russia) has already brought important advances in the field of biomedical optics (preliminary results of the joint project were reported at several international conferences, two papers were published in 2005, the third paper is in press now. We are certain that continuation of our collaboration with Dr. Sviridov will be successful. Dr. Sviridov is an outstanding physicist and innovator, focused on applications of biomedical optics for tissue characterization and medical diagnostics. This notice of intent is not a request for competitive proposals, however, all responses received, before the closing date, of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is anticipated that the Request for Quotation (RFQ) NIH-NIDDK-07-128 will be available fifteen (15) days after the release of the RFQ. Receipt of quotations will be due ten (10) days after the release of the RFQ. The anticipated award date is January 11, 2007.
