Sources Sought 07EIOS070007 Title: Office on Disability National Initiatives. Contracting Office Address Department of Health and Human Services, Program Support Center, Division of Acquisition Management, Parklawn Building Room 5-101, 5600 Fishers Lane, Rockville, MD, 20857 Description: The Department of Health and Human Services, Office on Disablity through the Program Support Center has a requirement for a contractor to provide logistical support, conference management, and evaluation design services to support three national initiatives, one ensuring the physical fitness of children and adults with disabilities (National Initiative on Physical Fitness for Children and Youth with Disabilities); the second to provide effective health care interventions for infants and young children and adults (including older Americans) with hearing loss (National Initiative on Effective Interventions for Infants and Young Children and adults with Hearing Loss), and third to address the health needs of school children in high school to improve their academic success in response to the First Lady's National Campaign on Helping America's Youth. In addition, the procurement is to provide support for a national meeting celebrating outstanding Americans with disabilities who will be given the Special Secretary's Award for their contributions to the people with disabilities, and other pertinent tasks as assigned. The Contractor shall provide logistical and technical support to the HHS Office on Disability to plan and implement these three national initiatives, devise strategies to improve the health of children with disabilities, assist in the development and implementation of the OD/HHS Strategic Plan, and assist with the successful conduct of the conference to celebrate outstanding Americans with disabilities. It is anticipated that this acquisition will be awarded for a period of one year with four one year options. This acquisition is being awarded under NAICS code 541618. The purpose of this contract is to provide logistical support to bring together various constituencies to describe the needs, gaps in service and programs and to develop the strategies to (1) improve the physical fitness of children and youth with disabilities, (2) to improve the delivery of effective health care and education services for infants and young children and adults with hearing loss, and (3) address the health needs of high school children with disabilities to improve their behaviors and academic success. In addition, the Contractor will assist in the implementation of the OD/HHS Strategic Plan and the conduct of the national Celebration of People with Disabilities and awards ceremony sponsored by the Surgeon General and the Secretary at HHS. The Contractor shall also prepare periodic and final reports outlining these strategies and the progress of these Initiatives, assist in the implementation of these strategies and summarize the work accomplished for each Initiative. The goal of the three national Initiatives is to improve the health of children with disabilities and infants and young children and adults with hearing loss and to develop strategies to improve the services to these populations. The goal of the national meeting on Celebrating Persons with Disabilities is to honor outstanding Americans with disabilities who have made distinguished contributions to the field of disability. The work requires detailed knowledge of the National Initiative on Physical Fitness for Children and Youth with Disabilities, the Initiative on Effective Interventions for Infants and Young Children and adults (including older Americans) with Hearing Loss, the new Initiative on Addressing the Health Needs of High School Students with Disabilities, the development of strategic health planning, and the Celebration of Persons with Disabilities even. With regard to the pilot study of the National Initiative on Physical Fitness, the work requires knowledge of the nine cooperating organizations and their capabilities to implement the program, highly specialized knowledge about the relationships between physical fitness and disability, special experience and background in programs that improve the health of persons with disabilities through health promotion, and management skills required to coordinate the efforts of nine voluntary cooperating national organizations that will comprise the pilot of the National Initiative. The Contractor needs to be an expert on health issues related to persons with disabilities, with a specialization in public health and disabilities and with a demonstrated record of accomplishments in creating health service programs for persons with disabilities. Also, the Contractor must have conducted successful conferences, research and demonstration programs in the area of disability and health with a substantial publication record. In addition, the Contractor must be knowledgeable about the professional and family organizations that relate to the topics of disability and health, especially those that provide services for infants and young children with hearing loss and those that are dedicated to fitness in children and adults with disabilities. Furthermore, the Contractor should be an expert in the national effort to prevent secondary conditions in persons with disabilities which has become one of the key priorities in Healthy People 2010. The Contractor must have a demonstrated record in the conduct of many national meetings. The offeror must designate the qualification and capabilities of the lead on this project and that person should demonstrate: a. Experience working with projects related to physical fitness for children with disabilities, interventional services for infants and young children with hearing loss, and adolescents with disabilities who may be at risk for juvenile delinquent behavior. b. Some background in working with non-profit disability-related organizations, Federal agencies dedicated to programs and services children. The purpose of this synopsis is to determine whether there are small business sources with the requisite qualifications to perform the work described above. This is limited to any small businesses ( including : Service disabled Veteran owned, HUBZONE, 8A, Service disabled, Woman owned small business). Any small business capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Governments requirement as described above by 3:00 pm EST, December 29, 2006.
