- Description
- Joint Contracting Command Iraq/Afghanistan Reconstruction Logistics will solicit convoy escort security services that will be integrated into the current Supply Chain Management System and provide continuous convoy escort team availability in accordance with mission requirements. Contractor shall provide necessary resources and convoy escort team from Supply Chain Management sites located at Baghdad North/Abu Guraib, Port of Umm Qasr to various locations throughout the country of Iraq while providing security to a 15-25 truck convoy. The contract will be one base year with two option years. Contractor shall complete missions to locations in the Supply Chain Management System within 50 kilometers of those locations and in the number of mission days prescribed by the Government in the SOW. The only excusable delays the Government will accept are acts of war, transportation vehicle malfunction, or military related delays. The contractor shall have available 10 Convoy Escort Team (CET), seven (7) days per week with the capability to provide additional CET to a maximum of 15 teams within 10 days of notification by the Contracting Officer?s Technical Representative (COTR); however, the contractor may be required to provide additional within a 30 days notification by the COTR. The contractor will have 72 hours to replace personnel and/or equipment in the event of personnel or equipment losses. Contractor shall not cancel missions without prior approval of the Logistic Management Control Center (LMCC) The contractor shall be 50% operational 10 days after date of award and 100% operational 20 days after date of award. Equipment replacement shall be the responsibility of the contractor. Life support will be provided by the Government at all existing Strategic Supply Chain Management System location; however, the contractor shall be responsible for any life support while on missions. The contractor shall provide an Operations Manager inside the GRD Logistics LMCC, responsible for operating an operations center separate from the LMCC, team leaders who will provide accurate, real time statuses and reports. It shall also ensure that all convoys consist of at least one English speaking ex-patriot for every gun truck utilized and the safe delivery and accountability of all cargo in transit. The contractor will be provided and shall use transponders for in transit visibility of all convoys during operations and provide a detailed written report of all asset damage that occurs during convoy operations. It shall also obtain any necessary licenses and permits in connection with the execution of the work and be able to secure insurance necessary to cover any liability of losses obtained during operations. The contractor shall be responsible for adherence to all U.S. Government, Coalition and Iraqi laws and regulations associated with operations in Iraq especially regarding weapons, badges, licensing, registration and compliance. Interested firms are invited to provide capability statement to the government regarding this effort. Statements may be submitted electronically no later than 12/24/06.
