Description
SOURCES SOUGHT SYNOPSIS. This request is an announcement for information/market research for planning purposes. The synopsis does not constitute a request for proposal, request for quote, invitation for bid nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Fleet and Industrial Supply Center, Pearl Harbor, Regional Contracting Department is seeking potential sources to provide full range and base operations maintenance and support services for the Pacific Missile Range Facility (PMRF), Kauai, Hawaii. Facilities operating under the PMRF are located at the following sites: Barking Sands, Makaha Ridge, Kokee Park, Port Allen, Kamokala Ridge, Niihau and Kaula Island. PMRF also supports limited activities on Oahu at Mauna Kapu, Mt. Kaala, and Kalaeloa (Barber?s Point). PMRF also supports Fleet activities occurring in waters surrounding Maui and the Pohakuloa Training Area on the Big Island. PMRF also provides operation and maintenance services to a number of tenant activities. This is a follow-on effort to Contract N00604-98-C-0031. Range Operations Services to be performed may include and are not limited to: (1) Maintenance of aircraft; (2) Range programs management and operations; (3) IT/Communications support; (4) Opera tion and maintenance of Launch/Ordnance facilities and systems, measurement systems, tracking radar, surveillance radar, telemetry systems, underwater tracking systems, and aerial targets; (5) Electronic warfare systems support, and (6) Calibration of measuring and test equipment. Base operations services to be performed may include and are not limited to: (1) Billeting; (2) Food services support; (3) Crash/fire; (4) Emergency medical; (5) Security services; (6)Grounds maintenance; (7) Solid waste collection; (8) Transportation operation and maintenance; (9) Maintenance/repair of buildings and structures; (10) Pest control; (11) Fuel storage distribution and aircraft refueling; (12) Supply and logistics support; and (13) Airfield services. Facility clearance up to Top Secret is required. A combination Fixed Priced Award Fee (FPAF) with Indefinite-Delivery Indefinite-Quantity (IDIQ) provisions, and Cost-plus Award Fee (CPAF) with IDIQ provisions contract is anticipated. The period of performance is expected to include a 12-month base year (which includes a 2-month transition period) and 9 one-year option periods. The contract will contain FAR Clause 52.237-3, Continuity of Services to allow for continuation of services for up to 90 days after expiration of the contract. The North American Industry Classification System (NAICS) Code is 561210 for Facilities Support Services that has an applicable size standard of $32.5 million. Due to present market information, this requirement is intended to be set aside for 8(a) small businesses. All interested 8(a) firms shall submit a letter of interest by January 18,2007, via email in Microsoft Word form to: stephen.durrett@navy.mil or fax at (808) 473-5750. The letter of interest should include the name and address of your firm, point(s) of contact, including telephone number and email address, a brief company profile, information reflecting similar experience that relates to this requirement, and pertinent information for on-going contracts or contracts completed within the last five years. Respondents should include applicable Dun and Bradstreet Number (DUNS), Tax Identification Number (TIN), CAGE code, and indicate if actively registered on Central Contractor Register (CCR). Each 8(a) firm should provide a letter of certification confirming your 8(a) status from the Small Business Administration. If responding as a mentor-prot?g?, the above information must be received on each participating company.
