- 18 December 2006 - The draft SOW for this procurement is now available on SPAWAR E-Commerce Central. The Space and Naval Warfare Systems Command (SPAWARSYSCOM), on behalf of the Program Executive Office for Command, Control, Communications, Computers and Intelligence (PEO C4I), Command and Control Program Office (PMW 150), intends to issue Request for Proposals (RFP) number N00039-07-R-0014 for Command and Control Processor (C2P) systems, upgrade kits, software maintenance, and engineering services. The Command and Control Processor (C2P) is a Tactical Data Link (TDL) communication processor designed to encapsulate data link protocol and interface processing within a single shipboard system. The systems to be procured are Next Generation Command and Control Processors (NGC2P) to upgrade the currently installed Common Data Link Management System (CDLMS) hardware suite to provide additional TDL capabilities to surface ships. NGC2P adds an Adjunct Processor (AP) that provides Joint Range Extension Application Protocols (JREAP) capability. NGC2P will be fielded through field change kits for existing CDLMS systems and replacement of older C2P systems where required. New construction ships will receive NGC2P systems as their initial configuration. The Government anticipates a competitive award of a hybrid contract with Firm Fixed Price Contract Line Items (CLINs) for production items, Cost Plus Incentive Fee/Award Fee CLINs for software baseline support, and Cost Plus Fixed Fee CLINs for engineering services. The period of performance will consist of one (1) base year and four (4) one-year options. The estimated solicitation release date is 19 January 2007. The anticipated award date is 30 April 2007. Under this full and open competitive procurement, the Government intends to provide Government Furnished Property (GFP) which the successful offeror will be tasked to integrate and support, including: Ultra MLIU Software License (Software Version 1.2.7 or later); Ultra MLIU Software Maintenance Tasking Software (Version 1.2.7 or later); Ultra USB I/O CCA with MLIU Firmware (050-VMUSB-APCN01); DRS Technologies CSDTS Card Set with Embedded Firmware and Software (Processor CCA: 51120 Navy Tactical Data Systems CCA: 35129-401 Ethernet VME CCA: 51130); DRS Technologies Chassis including Backplane Assembly (49104-501); WindRiver Systems VxWorks??? Operating System target license; Hewlett Packard HP-UX 10.2 target license; and Microsoft Windows 2000??? target license. The Government will hold an Industry Day for this procurement in San Diego, California on 9 January 2007 at the offices of Booz Allen Hamilton, Inc. (1615 Murray Canyon Road, San Diego, CA 92108) followed by a site visit in the afternoon to SPAWAR Systems Center San Diego lab facilities. Interested parties who are current Department of Defense contractors can register for Industry Day by sending an e-mail request with the company's CAGE code and names of attendees to Ms. Lyn Purvis at lyn.purvis@navy.mil. The deadline to register is 3 January 2007. Attendance is limited to five (5) participants per contractor at Booz Allen Hamilton and to two (2) particpants per contractor at the site visit. The Technical Data Package is available for review in advance of Industry Day and can be requested from Ms. Purvis via e-mail. Other draft solicitation documentation will be made available on FedBizOpps. All comments/concerns regarding the draft solicitation documentation shall be submitted in writing to Ms. Purvis via e-mail by close of business on 4 January 2007. No one-on-one meetings will be provided at Industry Day. This procurement will require the large business contractors to submit a Small Business Subcontracting Plan demonstrating efforts to provide subcontracting opportunities for Small Business (SB), Small Disadvantaged Business (SDB), Woman Owned Small Business (WOSB), Service Disabled Veteran Owned Small Business (SDVOSB) and Historically Underutilized Business Zone (HUBZone) Small Business and other Small Business concerns. The final solicitation will be issued without further notice and will be available at the SPAWAR E-Commerce Central website.
