Description
An A/E firm will be selected to perform various A/E tasks for NASA-Ames Research Center, Moffett Field CA for work at Moffett Field and environs. The A/E firm will provide: on-site engineering support services for the preparation of design relating to facility modifications, repairs, and maintenance; environmental compliance and remediation studies, plans, and designs; energy life cycle cost analysis; facilities planning; master planning studies and facility usage investigations; information technology-based configuration management; re-certification of pressure vessels and systems; and energy and power reliability studies. A/E services will include cost estimating; preparing drawings and specifications for construction bid packages; review of submittals and construction materials. The above skills are needed for rehabilitation and modification of infrastucture and research facilities, including offices, laboratories, hangers, and wind tunnels, as well as other minor construction and repair work. The technical guidance, review and approval of all work will be by the Facilities Engineering Branch at NASA- Ames Research Center, Moffett Field, CA as the representative of the Contracting Officer. It is anticipated that a single contract will be awarded. Contract type contemplated: Indefinite-Delivery indefinite Quantity (IDIQ). The contract value over the possible five year period is $40-$45 million. The anticipated contract performance period is a one year base period, four one-year option period. Target award date is estimated to be on or before July 15, 2007. This is not a request for proposal and there is no solicitation or bid package available other than this announcement published in the FedBizOps and on the NASA Acquisition Internet Service (NAIS). Firms wishing to be considered for this selection shall submit both Standard Forms 330. Parts I and II. Submit this information in duplicate. The selection will be based on the following six evaluation criteria and are in descend order of importance (1) Specialized experience and technical competence in the type of work required during the last 10 years including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and used of recovered materials; (2) Capacity to accomplish the work in the required time; (3) Past performance, if any, of the firm with respect to performance on contracts with NASA, other Government agencies and private industry during the last 10 years in terms of cost controls, quality control, and compliance with performance standards; (4) Professional qualifications necessary for satisfactory performance of required services; (5) Location in the general geographical area of the project and knowledge of the locality of the project; (6) Volume of work previously awarded to the firm by NASA within the last 10 years, with the object of effecting an equitable distribution of NASA A/E contracts among qualified A/E firms including minority-owned firms, small and small disadvantaged business firms and firms that have not had prior NASA contracts. Final date for receipt of responses to this annoucement is January 22, 2007, by 2:00 P.M. PST. Transmission by facsimile is not authorized and will not be accepted. All responsible sources may submit Standard Forms 330, Parts I and II, which will be considered by the Agency.
