- The US Army Special Operations Command, Fort Bragg, North Carolina has a requirement for Tactical Desert Training to be conducted within a 50 mile radius of Hawthorne Army Depot. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 and FAR Part 13 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All quotes must reference Purchase Request number W81XPH-7341-Z050. Solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-26. It is the Contractor?s responsibility to be familiar with all applicable clauses and provisions. Full text clauses are available at farsite.hill.af.mil. The North American Industry Classification Standard Code (NAICS) is 611699. Size Standard is $6.5M in average annual revenues over the preceding three years. This requirement is unrestricted. REQUIREMENT: 1. SCOPE. The Contractor shall provide all labor, equipment (except general purpose mobility vehicles (GMVs), to be provided by the Government), materials and transportation necessary to provide pre-mission training in an area within a 50 mile radius of Hawthorne Army Depot in Hawthorne, Nevada. The Government will already have soldiers in that area conducting training and being able to continue this training without relocating is critical. Further, the terrain and environment in this area most closely resembles that of Southern Afghanistan. Contractor?s training areas shall include automated (moving target) ranges, ranges supporting live-fire from moving vehicles, demolitions ranges to support explosive breaching, and unknown distance sniper ranges. The training area shall also include cave complexes and areas facilitating long-range desert vehicle operations. The contractor shall provide training aids and equipment, including but not limited to, nonstandard tactical vehicles (civilian pick-ups, SUVs, ATVs, NTVs, motorcycles, horses, horse stables, pack animals, civilian role players (combatants and non-combatants), and improvised explosive device (IED) simulators. The site shall also have access to a runway of not less than 6,000 feet and capable of landing a C130 aircraft. A DoD surveyed HALO drop zone shall also be provided for use by the Government. 2. TASKS. The contractor shall provide extensive training in the care, use, riding, and employment of horses, pack animals, motorcycles, all-terrain vehicles (specifically the 450 ATV), non-standard tactical vehicles (NTVs), and general purpose mobility vehicles (GMVs), day and night, long-range navigation in NTVs and GMVs, and off road driving in NTVs and GMVs. The period of performance is from approximately 3 Jan - 4 Feb; however, the Government is able to begin training as late as 8 Jan. The training shall be for approximately 404 soldiers, although the actual contractor led training shall be conducted in a round robin fashion, training approximately 83 soldiers per day, 12 hours per day for 6 days in each task (ATV, horse, motorcycle, and GMV driving/riding skills). It is recommended that instructors have previous combat experience, preferably in Iraq and Afghanistan. Instructors shall speak fluent English. The course of instruction includes: (1) ATV driving and horse-back mobility. (2) Shooting at moving targets and shoot-on-the-move instruction. (3) Door breacher training. (4) Training in recovery of vehicles from water. (5) IED simulation and scenarios. The contractor shall also provide urban combat range facilities for use by the Government. 3. LOGISTICS: The contractor shall provide water trucks at ranges, portable toilets and trash removal, at least six 15-passenger vans and six Suburban or Suburban-like vehicles for transportation, and at least eight Toyota Hilux (or similar) pickups for special training. Two tents or other portable structures shall be provided, delivered, set-up, and removed at the completion of the exercise, to Hawthorne Army Depot for use as dining and lodging facilities. One shall be not less than 100? X 100? to be used as a dining facility capable of accommodating up to 250 personnel and the other shall be at least 50? X 100? to be used as a sleeping area and able to accommodate up to 250 personnel. The Government will provide heaters for the structures if they are not already heated. Shower facilities shall be provided that will accommodate at least 12 people simultaneously. Heated shelters shall be provided at the range sites. The contractor shall provide a refrigerated storage facility of not less than 120 sq. ft that the contractor will deliver to Hawthorne Army Depot to be used to store perishable food items. The contractor shall also pick the storage facility up at the end of the training exercise. Not fewer than three pistol ranges and four rifle ranges shall be available for the Government?s use. The contractor shall also provide non-standard tactical vehicles, horses and stables, pack animals, civilian role players and IED simulators, ranges that provide moving targets, pistol and rifle ranges, live fire driving range, distance ranges, DoD surveyed HALO drop zone, a fully accessible cave complex, high angle sniper ranges, and a secluded and secure demolition range that will enable the Government to conduct explosive training in a safe and secure environment. 4. PRICE: The price proposed shall include all costs necessary to provide the required facilities, ranges, vehicles, etc., as well as the requested training, and shall be based on a per soldier price, e.g. 404 soldiers X $X.00 = $XXX.00 5. LOCATION OF TRAINING: Training shall be conducted at the contractor?s site. PROVISIONS AND CLAUSES INCORPORATED BY REFERENCE: The following Federal Acquisition Regulation (FAR) provisions are applicable to the acquisition: 52.204-7, Central Contract Registration and 252.204-7004 Alt A, 52.212-1, Instructions to Offers-Commercial Items; 52.212-2, Evaluation Commercial Items, with the following evaluation factors inserted in paragraph (a) of the provision: EVALUATION AND AWARD. Award will be made to the responsive, responsible offeror whose proposal conforms to this solicitation and is the "Best Value" to the Government. The following evaluation factors in descending order of import-ance will be used to evaluate offers: (1) technical acceptability (2) ability to provide the required training and facilities beginning in early January, (3) past performance, and (4) price. Technical Acceptability is defined as the contractor?s ability to meet, or exceed, the requirement for previous instructor experience in combat and in Iraq or Afghanistan, documented corporate technical experience in conducting the requested training, a training site not more than 50 miles from Hawthorne Army Depot, required training aids, e.g. non-standard tactical vehicles, horses and stables, pack animals, civilian role players and IED simulators, ranges that provide moving targets, pistol and rifle ranges, live fire driving range, distance ranges, DoD surveyed HALO drop zone, a fully accessible cave complex, high angle sniper ranges, and a secluded and secure demolition range that will enable the Government to conduct explosive training in a safe and secure environment. To be technically acceptable, the offeror shall demonstrate recent experience in the requested training and provide past performance information to include the name, phone number, contract number and period of performance for similar services performed. Contractors shall submit, with their proposal, a proposed POI to accomplish this training. At a minimum include a description of the Terminal Learning Objectives, Method of instruction, and Course schedule. A best value award will be made to the offeror submitting an offer found to be most advantageous to the government. The government will determine technical acceptability during technical review. Contractor?s proposal shall include a detailed POI. Performance Dates: The Government would like to begin training on or about 3 Jan; however, will consider a later date but not later than 8 Jan start. The Government will evaluate all options; however, the dates closest to the preferred 3 Jan start date will be rated higher. To be considered for award, the contractor shall have an active registration in the Central Contractor Registration (CCR). Registration can be completed at www.ccr.gov. Unless annual representations and certifications are completed in ORCA, contractors shall submit a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items and Defense Federal Acquisition Supplement (DFARS) 252.212.7000, Offeror Representations and Certifications-Commercial Items with their proposal. If annual reps and certs are completed in ORCA, please so state.
