Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6. This announcement constitutes the only solicitation and a written solicitation will not be issued. This synopsis, identified as FDA-SOL-07-00145, is to notify contractors that the government intends to issue a Purchase Order in accordance with FAR Part 13.106 for the following, full-time, services to be performed at 7519 Standish Place, Rockville, MD 20855, under the simplified acquisition procedures. In addition to mail distribution, meeting arrangements, services requests, document preparation, and ordering/tracking of supplies, the Division of Surveillance also will use the contractor on other equally important projects. WORK TO BE PERFORMED: Adverse Drug Events (ADEs): Perform manual counts of adverse drug events each day. Identify ADEs by Tiers and distribute priority ADEs to members of staff. Maintain the ADE spreadsheet that details the number of initial reports, foreign reports and product defects that is used to track the reports. Screen incoming adverse drug event reports that are received directly from consumers and veterinarians. These reports are further subdivided into subcategories of biologics, pesticides, animal feed/food and animal drugs for distribution to: USDA, EPA, Division of Animal Feeds and Safety Reviewers. STARS: Enter the review data into the STARS program in detail. Understand and be familiar with common jargon and abbreviations used in these reports. Acclimate new data entry staff in this process. Hotline: Check the Adverse Drug event Hotline each day. Record and respond to incoming messages from consumers whose animals have experienced adverse effects to various drugs. Function as the main point of contact for these consumers and handle these calls with the sensitivity needed in these situations. Be skillful in handling very emotional callers. Follow up with each call and know when to refer the caller to a manufacturer and when to send out the Standard Form 1932a. Logbook: Possess extensive computer skills. Maintain/create an electronic logbook, contributing to the paperless environment initiative, for the team leaders to track the flow of documents. Maintain and correct any problems that staff may encounter with using this electronic log. GovTrip/EASE: Act as liaison between the staff and Payroll Specialist. Be fully prepared to enter timesheet data for staff into EASE. Experience with the new GovTrip program, being able to process travel authorizations and vouchers for various staff members. Be familiar with the requirements of division projects as well as the people interacting with on a day-to-day basis. Attention to detail and work ethic, requires a minimum of supervision. Technical database and computer skills. Deliverables: -Number of ADEs entered into the database each week -Number of reports entered into the STARS database each week. -Number of Hotline calls recorded each week. -Number of logbook entries each week. -Number of GovTrip/EASE transactions processed each week. Where Work will be Done: The contractor will operate from an office in the space occupied by the Division of Surveillance, HFV-210 (2nd Floor, 7519 Standish Place, Rockville, Maryland). Equipment Use: The contractor will use a personal computer, facsimile machine, photocopy machine, and various printers maintained in the Division of Surveillance office. Period of Performance: 9mo Base with 4 option years Base period: January 1, 2007 - September 30, 2007 Option year 1: October 1, 2007 - September 30, 2008 Option year 2: October 1, 2008 - September 30, 2009 Option year 3: October 1, 2009 - September 30, 2010 Option year 4: October 1, 2010 - September 30, 2011 Payment: Invoices are to be submitted to Lynn O. Post, Project Manager, for approval. Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. You may register by going to www.ccr.gov. You will need your Dun & Bradstreet number and banking information. The anticipated award date is 12/27/2006; however, all dates in this announcement are subject to change.
