- The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC 27709 intends to negotiate on a sole source basis with Dr. Anne Sassaman, Durham, NC 27711 pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase is for consultant services as per the following statement of work which outlines services to be provided by Dr. Anne Sassaman in support of the NIEHS Strategic Planning Process. Task order expert services to be provided by Dr. Anne Sassaman to the National Institute of Environmental Health Sciences (NIEHS) in support of the NIEHS strategic planning process and other special projects, as described further below. Areas of Responsibility (Project management /implementation projects/tasks) A. Expert Counsel to the Director, NIEHS: a. Provide expert advice re NIEHS extramural policies and processes, including updates on conflict of interest and other regulations that could affect the NIEHS; b. Propose changes in existing scientific and technical business processes, including but not limited to recommendations for establishing grant decision compatibility standards; c: Develop plan and process to begin integration of science activities between NIEHS intramural and extramural divisions. Period of performance: Date of award through December 31, 2007; Labor Hours NTE: 125 hours ; Travel: Estimated 45 round trips of approximately 30 miles each.; Deliverables: Provide monthly reports of counsel/advice provided to the Director with supporting materials. B. Council Retreat Action Items Implementation Coordination: a. Work with Council Working Groups to develop a policy for council input on grants in the gray zone and minority recruitment; b. Improve internal and external communication and planning of council agendas and activities; c. Develop a ?mission statement? for the council in addition to the legal charter; and d. Provide advice and assistance to the NIEHS Director regarding FACA issues.; Period of performance: Date of award through December 31, 2007; Labor Hours NTE: 105 hours ; Travel: Estimated 15 round trips of ~30 miles each. ;Deliverables: By November 30, 2007: develop a policy for council input on grants in the gray zone and minority recruitment; provide a report on recommended improvements to internal and external communication and planning of council agendas and activities; and develop a ?mission statement? for the council in addition to the legal charter. C. Special Projects related to translational research and medicine: Foster relationships with appropriate investigators, institutions, and societies; identify key players, and organize a small workshop/brainstorming session to strategize marketing the NIEHS Strategic Plan to new communities. ;Period of performance: Date of award through December 31, 2007 ;Labor Hours NTE: 80 hours ; Travel: Estimated 2 trips to destinations, to be determined. Deliverables: By December 31, 2007: provide report on efforts to foster relationships with appropriate investigators, institutions, and societies; identify key players and develop a report on workshop/brainstorming session to strategize marketing of the NIEHS and the NIEHS Strategic Plan to new communities. D. Roll-out of the Strategic Plan: Participate in meetings at academic/medical institutions across the US to present the concepts of the NIEHS Strategic Plan and its implementation; moderate a session on this topic at the Society of Toxicology annual meeting in March 2007, and other related activities.; Period of performance: Date of award through December 31, 2007; Labor Hours NTE: 144 hours; including ~3 work days [24 hours] for preparation; plus ~15 work days [120 hours] for travel/meetings/presentations. Travel: Round trip from RDU to Baltimore, MD, 3 days duration; Round trip from RDU to Boston, MA, 3 days duration; Round trip from RDU to Tucson, AZ, 3 days duration; Round trip from RDU to SOT in Charlotte, NC, 3 days duration Round trip from RDU to unknown destination, 3 days duration ;Deliverables: By March 31, 2007, moderate a session re NIEHS Strategic Plan at the Society of Toxicology annual meeting in March 2007. By the close of business, December 31, 2007, complete four meetings at academic/medical Institutions to present the concepts of the NIEHS Strategic Plan and discuss implementation. The proposed contractor, Dr. Anne Sassaman has the unique qualifications necessary to perform the range of tasks involved in this contract without the need to spend an inordinate amount of time identifying and understanding the Agency?s positions and expectations in these matters. First and foremost, Dr. Sassaman has thirty-two (32) years of Federal service, over 30 of which are at the NIH. For the most recent twenty (20) years, she served NIEHS as a Title 42 scientist and the Director of the NIEHS Extramural Research Program. Her leadership of key NIEHS programs provided her with a unique and intimate historical knowledge of the NIEHS and NIH, as well as a unique knowledge of the new NIEHS Director?s goals and mission. This broad range of very specialized experience is a necessity in completing the tasks described in the Statement of Work. She is uniquely familiar in all respects with Institute priorities, goals, and resources, as necessary for her to immediately represent the NIEHS across the nation with regard to its new strategic plan, and as a critical contact for interactions with the NIEHS Director and other senior scientists and staff. This hands-on NIEHS and NIH leadership experience make her uniquely qualified to provide expert counsel and support to NIEHS on the projects described above. Dr. Anne Sassaman is also the only consultant known to the Institute who has the specific management skills coupled with the scientific expertise and understanding that is necessary for these specific projects; including but not limited to expertise in strategic planning; functional and structural analyses; management evaluation and design; merger assessment and mediation; and management development. That expertise in conjunction with her extended past and present knowledge of the Institute will ensure NIEHS mission continuity and optimal outcomes for these projects in accordance with timeframes that cannot be extended. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Contracting Specialist at the address stated above. This notice of intent is not a request for competitive proposals; however, all responses received within 10 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Dr. Ann Sassaman. The NAICS Code/Size is 541690/$6.5M. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $100,000.
