Description
Services of an Engineering firm with specialized experience in design and construction of electrical projects supporting a 24/7 healthcare organization to participate in site investigation, design, preparation of working drawings/construction documents, and construction period services for Project 596-07-901, REPLACE MAIN TRANSFORMERS, CDD at VA Medical Center, Lexington, KY. Project involves replacement of four (4) main transformers and vacuum breaker switch at VA Medical Center, Cooper Drive Division, Lexington, KY; completion of a fully comprehensive Electrical System Protective Device Study at both Cooper Drive and Leestown Divisions, and creation of specifications and Contractor Statement of Work for Electrical System Maintenance for both divisions. The transformers are divided into two pairs, one pair supporting emergency and critical circuits with the other pair supporting normal circuits. The transformers alter incoming utility voltage at 12,470 volts to 480 volts for the hospital distribution system. The new transformers will maintain the same electrical capacity of existing and will be wired copper primary and copper secondary. A review of existing transformer components such as, but not limited to, transformer disconnect switch, network protector, etc will be part of the initial design effort and components requiring replacement will be included in the construction documents. The vacuum breaker switch sited outside the building selects electrical source from redundant utility company feeds and will be replaced with same function. Transformers and vacuum breaker work will take place in the electrical transformer room and adjacent to the building for the vacuum breaker. The Protective Device Study shall be undertaken at space at both Divisions. Specifications and Contractor Statement of Work for Electrical System Maintenance shall be deliverable for both Divisions. The project design effort will be a phased replacement of the vacuum breaker switch and the four (4) transformer components included for replacement. Project design will clearly show work required, phasing of work required, and instructions to construction contractor on how to accomplish the vacuum breaker and transformer replacements in a medical environment taking into consideration demolition and infection control and impact evaluation required for uninterrupted healthcare delivery during course of the construction. Protective Device Study and specifications and Contractor Statement of Work for Electrical System Maintenance shall be completed concurrently with the transformer and vacuum breaker construction project design. Estimated construction cost range is between $250,000 and $500,000. Project will be accomplished in AutoCad .dwg format; specifications will be accomplished in Microsoft Word .doc format. Area of consideration is restricted to firms located within a 100 miles radius of VAMC, Lexington, KY, and is open to both large and small business concerns, in accordance with the Small Business Competitiveness Demonstration Program. North American Industry Classification (NAICS) No. 541330, with a size standard of $4.5 million is applicable. Interested firms, with required specialization, must submit three (3) copies of Standard Form 330, Architect-Engineer qualifications, to the issuing office no later than 2:00 p.m. EST January 23, 2007. (Fed-ex or hand-carried submissions to be delivered to VA Medical Center, Attn: Angie Napier (90C), Bldg. 2, Rm. 206, 2250 Leestown Road, Lexington, KY 40511). Respondents will be reviewed on the basis of: professional qualifications; specialized experience and technical competence in projects of similar type; ability to accomplish the work in the required timeframe; past performance on contracts for projects of similar type; team proposed for this project; previous experience of proposed team; project control (design schedule control and quality assurance reviews of submission documents); and estimating effectiveness. This is NOT a Request for Proposals. No solicitation package will be issued.
