Description

The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation number: VA-786A-07-IB-0012 for the following: Contractor shall furnish all labor, material, and supervision, for development of approximately 20 acres of land for the Phase II Development Project at the Gerald B. H. Solomon Saratoga National Cemetery in Schuylerville NY. The project will include but not limited to clearing, grubbing, grading, the purchase and installation of concrete crypts, columbarium niches, landscaping, irrigation, SCADA system, pump station and intake structure modifications, as per the contract specifications and drawings that will be provided. Please note all bidders responding to this solicitation must have the qualifications, either on staff or through sub-contract, of installation experience of Precast Double Depth Lawn Crypts, as noted in Section 03400, Precast Double Depth Lawn Crypts. The magnitude of this project is between $2,000,000 and $5,000,000. NAICS code is 237990. The Size Standard is $31.0 Million. Performance period is 540 calendar days from date of receipt of Notice to Proceed. METHOD OF AWARD: This is a cascaded, competitive four-tier solicitation to allow maximum opportunity for participation to Service-Disabled Veteran-Owned Small Businesses, 8(a) Businesses, and HUBZone Small Business. Under this acquisition, the Contracting Officer shall solicit and receive offers concurrently from Tier 1, Service- Disabled Veteran-Owned Small Business Concerns; Tier 2, 8(a) Business Concerns; Tier 3, HUBZone Small Business Concerns; Tier 4, Full and Open. All bids will be opened at the time and place of bid opening. Bids will be recorded by tier. If two or more responsive, responsible bids are received in tier 1, and they fall within the available funding, award will be made within that tier. If not, tier 2 will be evaluated. If no award can be made form tier 2, tier 3 will be evaluated. Should adequate competition not exist at any of the first three tiers (two or more responsive, responsible, and eligible bids), then tier 4, full and open competition will used. Hard copies of this solicitation will be available on or about January 9, 2007. OBTAINING SOLICITATION MATERIAL: Electronic solicitations are not available. Requests for hard copy drawings and specifications shall be in writing to: Camelot Consulting, ATTN: Peter Conpropst, 100 Fuller Road, Albany, NY 12205, PH 518-435-9696, FAX: 518-435-9688. Bidders will be charged a $150.00 non-refundable fee (excluding shipping) for each set of drawings and specs. Payment must be in the form of a certified check, cashier's check, or money order made payable the "The LA Group". Requests shall be on company letterhead to include point of contact, physical mailing address, phone number, fax number, e-mail address.  No telephone requests will be accepted. A plan holders list will be maintained by Camelot Consulting and will be available by written request. Contractors are encouraged to register on the FedBizOpps website at: http://www.fedbizopps.gov/ (Interested Vendor List). NOTICE TO PRIME (GENERAL) CONTRACTORS: Unless Prime (General) Contractors are registered on the FedBizOpps website, potential subcontractors will not know of your interest in bidding on this project. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at http:www.fedbizopps.gov/. Paper copies of the amendments will NOT be individually mailed. By registering for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by e-mail of any new amendments that have been issued and posted.  No other notification of amendments will be provided. Potential bidders are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation.  PRE-BID CONFERENCE: A Pre-Bid conference will be held on January 17, 2007, at 10:00am Eastern time, at the Saratoga National Cemetery, located at 200 Duell Rd, Schuylerville NY 12871. The due date for this solicitation is February 8, 2007, by 2:00pm Eastern time. A public bid opening will be held in the National Cemetery Administration, Office of Construction Management, Conference Room 239, 811 Vermont Avenue, NW, Washington, DC 20420.
