- This is combined synopsis/solicitation for commercial items. The requisition number is F2QF066333A100 issued on December 19, 2006 for commercial items. This requirement is in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. The solicitation will be issued on the Internet and can be found at the following web site: http://www.fbo.gov/. The following is a Request for Quotation using Simplified Acquisition Procedures IAW FAR Part 13.5. This acquisition will be sole source to SarMaster. The NAICS code is 541512. The 1st Contracting Squadron has a requirement for the SarMaster licenses and certificates. See the Statement of Work for details. Place of delivery for acceptance and FOB point will be ACC AFRCC, 30 Elm St, Langley AFB, VA 23665. The following FAR provisions and clauses are applicable to this procurement: FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, FAR 52.212-4 Contract Terms and Conditions (SEP 2005), Solicitation provision at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (AUG 2006). The Government will award a purchase order resulting from a responsible offeror whose offer conforms to the solicitation and is in the best interest of the Government. This announcement will close and quotes are due no later than 12:00 PM (EST) 22 December 2006. Statement of Work SAR Master Annual Maintenance Contract 1 Oct 06 1.0 SCOPE This effort will provide the Air Force Rescue Coordination System (AFRCC) with one man year, with two one man year options for software/systems engineering maintenance support to the AFRCC SARMaster mission management system in direct support of the US Inland Search and Rescue (SAR) mission. 2.0 BACKGROUND 2.1 AFRCC SARMaster system: The AFRCC acting for the United States Inland Search and Rescue Coordinator (HQ ACC/DO) is responsible for managing the United States Inland SAR mission which includes all inland emergency beacon searches. The SARMaster system allows distress alerts received by the Search and Rescue Satellite Aided Tracking System (SARSAT) to be automatically forwarded from the United States Mission Control Center through their distribution network to the AFRCC. In addition it provides complete Incident/Mission management capabilities in support of missing aircraft and other mission types. 3.0 WORK TASKS 3.1 Task 1. Software Support Subscription: The contractor will provide support to SARMaster client and server applications to include database engine. Support shall include: 24/7 pager support with guaranteed 4-hour response for mission critical problems: User support during normal working hours for non-mission critical support problems; fax/e-mail support for general application usage, questions and user manuals; and warranty of products for the full period of support. 3.2 Task 2. Data Maintenance: The contractor will maintain the DAFIF, CADRG, and Gazetteer data for the AFRCC, Contractor will notify AFRCC when updated data is available. 3.3 Task 3. System Upgrades & Maintenance: The contractor will provide AFRCC on-site assistance for system upgrades and maintenance to ensure optimal performance of SAR operations. AFRCC will get two upgrades per year with 5 days allotted for on-site support for the upgrades. 3.4 Task 4. Application Enhancements: The contractor will carry out new development as directed by the AFRCC to enhance the applications, or to integrate new real time data feeds. Under this service AFRCC will provide a statement of requirements for the new development to the contractor who will provide a corresponding statement of work and associated cost approval by AFRCC. 3.5 Task 5. Travel and Living: Travel and living costs for on site work at the AFRCC. Travel and living costs will be included in the statement of work that the contractor will provide to AFRCC for approval prior to any travel. Any changes to booked travel resulting from changes by the AFRCC will be invoiced as incurred. Tyndall AFB Move Support 3.6 Task 6. SARMaster Licenses: Contractor will provide four (4) additional site licenses at the new AFRCC operating Location at Tyndall AFB, FL 3.7 Task 7. Move Support: Contractor will provide engineering support during the transition including the provision for contractor personnel on-site at both locations to test the communications link between the sites, install and test the four additional SARMaster software licenses, setup new server and workstations and ensure operability. As well, contractor will provide support to help resolve any unforeseen issues. 4.0 PERIOD AND LOCATION OF PERFORMANCE: Period of performance is one year from date of contract award. Work will be performed at AFRCC location at Langley AFB, VA and at Tyndall AFB, FL. 5.0 UNIQUE REQUIREMENTS AND DELIVERY SCHEDULE: 5.1 The contractor shall document, through Progress Reports, the work plans, accomplishments, and schedule of events and priorities for the upcoming quarter. The contractor shall provide the progress reports to the AFRCC by the 15th of last month of each quarter, covering the previous quarter?s work. 6.0 GOVERNMENT FURNISHED FACILITIES, MATERIALS AND INFORMATION 6.1 The AFRCC in conjunction with the National Oceanic and Atmospheric Administration (NOAA) SARSAT Office will ensure the emergency beacon alert distribution network from the Local User Terminal through the USMCC to the AFRCC is operational in support on the SARMaster system. AFRCC will also ensure that the Emergency Beacon Server as well as VPN concentrator is operational at their location. 7.0 TRAVEL: The contractor shall be expected to travel to the AFRCC locations to complete tasks 3.1-3.7. 8.0 REQUIRED QUALIFICATIONS: Personnel working on this effort should possess the following qualifications. Those skills marked critical are mandatory. Those marked desired can be gained during performance of this effort. ? Proficiency in C++ (CRITICAL), and PowerBuilder (CRITICAL) programming languages ? Proficiency in SYBASE (CRITICAL) and Crystal reports (CRITICAL) database systems ? Proficiency in Microsoft Office 97 or better to include Word, Excel, Powerpoint, and Access. (DESIRED) ? Proficiency in Star Team configuration management software. (DESIRED) ? Proficiency in Map Objects and ESRI Software tools. (CRITICAL) ? Working knowledge of Software Engineering Principles and Procedures. (CRITICAL) ? Working knowledge of Map Tech mapping tool. (DESIRED) ? Detailed knowledge of US National SAR System (CRITICAL)
