- 1. The Military Surface Deployment and Distribution Command (SDDC), is releasing this solicitation electronically only. This on-line version of the Request for Proposal (RFP) is the official version for this acquisition. In cases of conflict between the electronic (on-line) version of this RFP and any downloaded version of the RFP, the on-line RFP prevails. No hard copy of this solicitation will be issued. Offerors are encouraged to check the Federal Business Opportunities (FedBizOpps) website at ht tp: www.fedbizopps.gov for any amendments to this solicitation as well as the SDDC website, www.sddc.army.mil/.Select Doing Business with SDDC, select Solicitations more, select DODX Freight Car Repair Services Amendments, if any, will be posted at this site. All information pertaining to this solicitation will be listed. 2. Pre-proposal Conference - Prospective Offerors are advised that the Government will conduct a Pre-Proposal Conference. The conference will be held in the general vacinity of SDDC OPS Center on a specific date and time to be determined (TBD) between Jan uary 8-12, 2007. The focus of the pre-proposal conference is to provide prospective offerors with an opportunity to ask questions regarding clarification of the Governments requirements as stated in the solicitation. After solicitation issuance, as seat ing may be limited, please confirm your attendance at the conference, providing the name, title, and contact information of each person to attend, no later than close of business December 27, 2006 , by registering with Mr. George Gounley, 757-878-7473 or email: gounleyg@sddc.army.mil. All advance questions pertaining to this solicitation should be submitted in writing to Edward G. Dawson, Contracting Officer, Phone: (703) 428-2020, Fax: (703) 428-3363 or 3381, or E-mail address: dawsong@sddc.army.mil, by close of business, 1500hrs, January 5, 2007. 3. The Government anticipates that mulitple repair contractors will receive contract awards in response to this solicitation and thus the Government will reserve its right to issue orders to each awardee. 4. The Government also reserves the right to cancel an order for repair, and order repair from another Contractor with award in response to this solicitation, when the Contractor initially offered the service does not accept the repair order as perscribed in the Performance Work Statement (PWS). 5. The guaranteed minimum under each Indefinite Delivery/Indefinite Quantity contract awarded will be $25,000.00. The guaranteed minimum applies to the base year only; it does not apply to the option years. 6. Designation of Task-Order and Delivery-Order Ombudsman as required by FAR 16.505(b)(5). During the administration of all awarded contracts, the following individual is the designated Ombudsman who, when requested, will review complaints from Contracto rs and ensure they are afforded a fair opportunity to be considered for orders for service, consistent with the procedures in the contract: Mr. Francis Giordano, Principle Assistant Responsible for Contracting, Surface Deployment & Distribution Command, 200 Stovall Street, 12S67, Alexandria VA 22332-5000, Phone: 703-428-2059. 7. This contract is subject to FAR 52.222-41, Service Contract Act of 1965, as Amended. Contractors shall obtain and download the applicable wage determinations for all areas of performance on-line at the following Department of Labor website: www.wdol.g ov. The wage determinations in effect at the time of proposal submission shall govern the base year period of performance. Should the Government elect to exercise a Contractors option period, the wage determination in effect at the time of the exercise o f the option shall govern that specific option period of performance. 8. By the submission of its offer, the Contractor agrees to permit unannounced safety and security inspections of its facilities, terminals, employees, and operational procedure s by DOD civilian, military personnel, or DOD contract employees.
