Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This action is issued as a request for proposal (RFP). The solicitation number is W911QX-07-R-0003. The solicitation document and incorporated provisions and clauses are those in effect thro ugh Federal Acquisition Circular (FAC) 1-27. The contract will be firm-fixed price with an Economic Price Adjustment allowed by the Contracting Officer one time per year, 3 months prior to the beginning of the next option year. (See clause 52.216-2) The anticipated award date is December 2006. The US Army Research Laboratory (ARL) is anticipating procuring a base year with four (4) option years beginning 01 January 2007. Submit a proposal for the base year and four (4) option years. As part of its miss ion, the ARL Pharmacy, Bldg 4600 is responsible for providing ARL researchers with gases and services to conduct research in a wide variety of scientific and technical areas, experiments, direct Soldier support, and on-going programs. The contractor shall deliver gases, provide equipment and/or services in accordance with the Product Requirement List (PRL), to Building 4600, Rodman Materials Research Laboratory, at Aberdeen Proving Ground, MD and the requirements defined in the following Statement of Work. The complete list of required gases is provided in the Product Requirement Listing (PRL) (due to space limitation the PRL is available by request only to Jean Craig, 410-278-6514 or email jcc@arl.army.mil). (1) Bulk Gases: The contractor shall deliver b ulk gases such as but not limited to Acetylene, Argon, Carbon Dioxide, Chlorine, Ethylene, Fluorine, Helium, Hydrogen, Krypton, Methane, Neon, Nitrogen, Nitrous Oxide, Oxygen, Propane, Sulfur Hexafluoride, Xenon, Gas Mixtures, Bulk Gases, and Cylinder Serv ices (as defined in the PRL) to Government owned Tanks/hydril tubes located at the rear of the Rodman Materials Research Laboratory within three (3) working days or less after receipt of a telephone or facsimile request from an authorized representative (t o be named in the award) except for those gases deemed special mixtures or rare as determined by the contractor. In those cases, the contractor shall determine the delivery date to the Government. The contractor shall provide guaranteed analysis, pursuant to the Government's required specification listed on the PRL. The contractor shall charge a standard processing fee per non-Government owned cylinders at time of delivery, in lieu of separate periodic cylinder rental fees. The contractor shall supply al l pure gases and mixtures in cylinders of size determined by the gas or liquid, considering use and supply, subject to approval by the authorized personnel cited in the award. (2) Equipment: The contractor shall deliver the following equipment upon receip t of a written order by an authorized representative. Regulators of various types; Flow Meters of various types; Instrument and Control Valves of various types; Pressure Gauges of various types; In-line Filters of various types; Cylinder Trucks and/or Tools to aid in cylinder handling. The contractor shall provide evidence of its charging a reasonable price to the Government in terms of a published catalog price for all equipment ordered. (3) Maintenance. The contractor shall perform preventive ma intenance checks on bulk tanks to ensure that they meet current regulatory standards and are in good operating condition at no cost to the Government. The contractor shall also provide repair services on all outside bulk tanks. The contractor shall provi de written estimates to the Contracting Officer for all parts and labor to implement the repair. The contractor shall await written approval from the Contract ing Officer before commencing any of the repair effort. (Solicitation Note: Items (2) and (3) above do not require any pricing input from the Offeror as the Government will bulk fund these as Line Items in any resultant contract and pay for any Equipment or Maintenance as ordered) (4) The contractor shall not charge any additional hazardous material charges for anything delivered under this contract. Proposals will be evaluated in accordance with FAR 52.212-2, Evaluation  Commercial Items. The Governm ent will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government reserves the right to make an a ward without discussions. Contracting Officer shall make a best value award decision based on the following evaluation factors: Technical capability of the product and services offered to meet the Governments requirements; Past Performance; and Price, i n descending order of importance. Technical capability and past performance, when combined are more important than price. The Contracting Officer may make award to other than the lowest priced offeror. Prices must be furnished as firm fixed price and incl ude pricing for the base year and four (4) option years for all items listed on the PRL. The Government will evaluate prices on five (5) items from the PRL(Bulk Liquid Nitrogen, 8 million cubic feet per year; Bulk Helium Gaseous, 800,000 cubic feet per year; Nitrogen UHP Cylinders, 250 each per year; and Helium UHP Cylinders, 200 each per year). The past performance evaluation will be a determination of the offerors demonstrated ability to deliver gases within three (3) working days or less after recei pt of an order. Past performance will be evaluated based on information provided by the offeror as to actual sales of similar services provided to industry or Government agencies (contractor format for past performance data is desired). Past performance w ill consider the reviews/ratings of other users who presently use or used offerors products and ability of the offeror to meet customer service levels. Offerors must include records of at least three recent sales, within the last 5 years, and identify a p oint of contact for each by providing a name and telephone number. Failure to submit past performance information (or to address past performance) with your proposal may result in your proposal being made non responsive. The Government is not responsible for locating or securing any information that is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material necessary for the Government to determine whether the s ervice meets all technical requirements. Offerors shall include a completed and signed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The clause DFARS 252.212-7000, Offeror Representatio ns and Certifications, applies to this acquisition. The successful offeror will be required to register with the On-line Representations and Certifications Application (ORCA). The term established prices means a price that is an established catalog or market price for a commercial item sold in substantial quantities to the general public and shall not exceed 10 percent of the or iginal contract unit price.
