- Sources Sought This is Request for Information, and does not constitute a solicitation or request for proposal. This is a market survey for planning purposes only and no award will be made as a result of this sources sought notice. The U.S. Army Program Manager, Clothi ng and Individual Equipment (PM-CIE) is currently seeking qualified sources to provide a commercially available Family of Flashlights (FOF) that satisfy the Buy American Act, Sec. 25.101, (a) (1), and (2), and to Sec. 25.103. No telephonic submissions wil l be honored. All product information shall be submitted at no cost or obligation to the government. Interested parties should respond by 18 January 2007. Qualified sources are requested to send their product information to U.S. Army Research Developmen t and Engineering Center, ATTN: AMSBRD-ECB-END-D, E3549, 5183 Blackhawk Road APG, MD 21010-5424, or electronically to email: stella.y.lee@us.army.mil. Product information should include product literature, product specification, independent test data, cost information, GSA contract number, if applicable, business size and any infor mation that can be used to determine the best commercially available product. The FOF has two classes of flashlights: 1) Hands Free Helmet Light (HFHL) and 2) Tactical Handheld Light (THL). The following are the desired parameters for both flashlights. Hands Free Helmet Light: It must be helmet side mountable with a bracket attachment, and shall not require any helmet modification, strap or special tools. It shall provide a minimum of 19 lumens at the run time of 6 hours or more. The light diameter sh all not exceed 3 inches in width, 3 inches in height, and 2 inches in thickness. Its weigh shall not exceed 4 oz. It must operate on Lithium or AA battery. The light must provide Infrared (IR) and IFF (Identify Friend or Foe) light. Power levels/settin gs shall be adjustable. Multiple bulb color is required, and the bulb reliability shall be 5000 or more hours of continuous usage. Tactical Handheld Light: It shall provide a minimum of 60 lumens at the run time of 1 hour on peak output. The light length shall not exceed 6 inches, and its weight shall not exceed 6.5 oz. It must operate on Lithium 123 or AA battery. The handheld va riant must provide white light, and bulb reliability must be more than 96 hours. IR capability is desired but not required. Adjustable power levels/settings are desired. PM-CIE plans to create a Qualified Products List (QPL) for the family of flashlights. In order to be on a QPL, testing will be conducted by the government to determine the candidates are meeting the requirements. There will be an Industry Day in late Jan uary or early February 2007 at Ft. Belvoir, Virginia to inform industry what Government is looking for and the evaluation criteria to satisfy the qualification for QPL.
