Contractual Questions: Lynne Roahrig, Contract Specialist, (912) 652-5293 or lynne.e.roahrig@sas02.usace.army.mil TECHNICAL MATTERS: Technical inquiries are to be submitted via Bidder Inquiry in ProjNet at www.projnet.org\projnet The contract will be Firm Fixed Price. The project will be solicited and procured as a two phase design build Request for Proposal (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 36.3. The Government anticipates Phase One documents wil l be issued on or about 03 Jan 07 and that Phase Two documents will be issued on or about 26 Feb 07. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offe rors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. Options may be included. Network Analysis will be required. The anticipated cost range is $10 ,000,000 to $25,000,000. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656). The HubZone Price Evaluation Preference will be applied. Contractors must register in the Central Contractor Registration (CCR) at www.ccr.gov. After completing CCR, in order to download specifications and drawings contractors and their subcontractors must register at Federal Technical Data System (FedTeDS) at www.fedteds.gov. In order to locate solicitation Contractors can go to FedBizOpps and search for the solicitation number at www.fedbizopps.gov. Contractors can register to be put on a plan holders list that others can access through the FedBizOpps site. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments. Description of work: This solicitation is for the design, permitting, site preparation and construction of three buildings in support of added KC-135 aircraft operations at Seymour Johnson Air Force Base, North Carolina. The three buildings are the follo wing. First, an approximately 35,000 square feet, two-story Squadron Operations building to house administrative, training, operations/flight planning and related functions. An approximately 9,100 square feet, KC-135 Flight Simulator facility to house si mulator apparatus and support equipment, and related training, administrative, and equipment support spaces. The Squadron Operations and Flight Simulator are planned as a single building. Second, an approximately 13,000 square feet addition to existing h angar Building #4909 to provide space for aircraft maintenance unit (AMU) functions involving tool and parts staging and operations. Third, an approximately 28,000 square feet single-bay, KC-135 Corrosion Control Hangar to house maintenance functions supp orting limited corrosion control activities. The design and construction of this hangar includes demolition of existing hangar building 4821. Site improvements include access drives, POV and Government Vehicle parking, all utility service connections, an d landscaping. Relative Importance of Factors: Price is equal in importance to all technical factors when combined. Technical Factors: Factor 1-1: Offeror Past Performance: This factor is significantly more important than Factors 1-2, and 1-3. FACTOR 1-2: Corpor ate Relevant Specialized Experience: This factor is equal in importance to Factor 1-3. Factor 1-3: Technical Approach Narrative: This factor is equal in importance to Factor 1-2. Factors 1-1, 1-2, and 1-3 together are equal in importance to Factor 2-1. Factor 2-1: Building Function and Aesthetics: This factor is more important than Fac tors 2-2 and 2-3 and significantly more important than factors 2-4 and 2-5. Factor 2-2: Building System: This factor is equa l in importance to Factor 2-3 and more important than Factors 2-4 and 2-5. Factor 2-3: Site Design: This factor is equal in importance to Factor 2-2 and more important than Factors 2-4 and 2-5. Factor 2-4: Sustainable Design Considerations: This factor is more important than Factor 2-5. Factor 2-5: Management Effectiveness.
