SOURCES SOUGHT/MARKET SURVEY NOTICE: NOTE: THIS IS NOT A REQUEST FOR PROPOSALS. THIS IS A SOURCES SOUGHT MARKET SURVEY ANNOUNCEMENT TO SEEK INDUSTRY SOURCES FOR THIS REQUIREMENT. This Sources Sought/Market Survey Notice closes on 23 January 2007 at 4:00 p.m. The National Ground Intelligence Center (NGIC) seeks sources that can provide requisite resources for this requirement. Period of Performance: 1 August 2007- 31 July 2008 and two-option years. All interested vendors are required to have a certified surety laboratory, a TOP SECRET working facility, and personnel with TOP SECRET clearances at the time they request a solicitation when released. All requests from responsible vendors will be fully c onsidered. The request will clearly document the facilities and personnel clearance held by the vendor. A solicitation will be issued to all firms that are found responsive to this sources sought/market survey notice. No telephone inquires will be accep ted. Capability statements may be emailed to anamaria.boner@us.army.mil or FAX (434) 951-1910. Unclassified Performance Base Work Statement (PBWS): PERFORMANCE BASE WORK STATEMENT (PBWS) (CBRTECH) 1. BACKGROUND The U.S. Army National Ground Intelligence Center (NGIC) mission includes providing technical assessments of potential enemy chemical, biological, smoke, and flame agents and weapon systems. Methods used in accomplishing this mission include searching various data bases and foreign literature, collating and evaluating the data through the use of models and simulation of foreign chemical and biological warfare (CBW), smoke, and flame agents, and dissemination equipment and/or munitions. Contractual supp ort, by chemists, biologists, engineers, and technical experts, has proved an effective means of supporting this mission. The results of this contract will provide a critical input to the overall intelligence assessment of the capabilities and limitations of future chemical, biological, smoke, and flame agents, their associated weapon systems and the threat they will pose to US Forces and Homeland Security. 2. SCOPE/OBJECTIVES The contractor shall provide to NGIC the research, manufacturing and expert consulting services required to evaluate foreign toxic chemical, biological, smoke, and flame agents, and perform engineering, chemical, and toxicity analysis. The contractor sha ll evaluate agent dissemination systems to obtain or model technical performance data of foreign systems. The Contractor shall conduct data searches and develop computer programs and procedures to facilitate and enhance the performance of CBW databases an d modeling tools at NGIC. This contract will require work at the TOP SECRET/Sensitive Compartmented Information (TS/SCI) level. The PWS includes Performance Objectives, Performance Measures and Standards that are summarized in Table 1. 3. PERFORMANCE OBJECTIVES, MEASURES AND STANDARDS: a. Objective 1: Evaluate Agents, Weapons and Equipment Technologies. The Contractor shall provide technical evaluations of foreign CBW agent/weapons systems, CBR protective/defensive equipment, and other associated CBR technologies as specified by NGIC. The Contractor shall perform historical technological research of foreign efforts to develop new generations of CBW agents and/or smoke, obscurants, and flame (SOF) compounds. The Contractor shall coordinate input from CBW threat experts in government, a cademia or industry to insure a comprehensive contextual characterization of foreign countries or transnational groups technical capabilities in research and development, production, and dissemination of threat agents. b. Objective 2: Potential CBW/SOF Agent Evaluation. The Contractor shall evaluate potential CBW/SOF agents. Tests to be performed shall be proposed by the Contractor and approved by the COR and may include determination of selected chemical and physical properties as well as toxicity tests using live animal models. c. Objective 3: Potential CBW/SOF Dissemination Technology Evaluation The Contractor shall model dissemination of foreign CBW/SOF compounds as specified by the COR. The Contractor shall determine the extinction and absorption coefficients versus the wav elength at various concentrations of smokes and obscurants. The contractor shall determine the aerosol, vapor or liquid dissemination characteristics and behavior of potential CBW/SOF agents if disseminated. d. Objective 4: CBR Equipment Evaluation The Contractor shall determine the characteristics of foreign CBR protective/defensive equipment (e.g. masks, clothing, filters, decontamination systems, detectors, alarms etc.) using simulants and/or live CBR age nts as proposed by the Contractor and approved by the COR. Appropriate parameters to be measured will be proposed by the Contractor and approved by the COR. e. Objective 5: Technology Modeling The Contractor shall develop computer based models of potential CBW agents production processes, CBW munitions function and characteristics, NBC protective equipment functions and characteristics, based on the state-of- the-art in the critical technologies needed to produce, use or protect against CBW agents. f. Objective 6: Analytical Tools and Databases The Contractor shall develop computer programs, modeling tools and procedures to maintain and enhance a classified TS/SCI CBW analytical database at NGIC designed to support the operation of the CBRTECH anal ytical tool suite. The Contractor shall refine procedures for searching and retrieving of CBW information from Government and commercial data bases, and for ensuring the information is efficiently transferred to the classified NGIC information environment. The Contractor shall provide services to expand the classified database population. g. Objective 7: Program Management The Contractor shall provide Program Management of all functions in this contract to include: task planning, preparation and execution; resources management; cost, schedule and task performance oversight; risk management ; quality assurance; reporting; budget management and reporting; strategic planning; situation assessment and recommendations; and anticipatory support as required. Performance ObjectiveMeasureStandard3.a Evaluating Agents, Weapons and Equipment Technologies Success will be measured by comprehensiveness of historical agent, weapon or technology description its placement in cultural, political and economic context. Se lected CBR agent, weapon or equipment technology is researched and considered in historical, economic, political and cultural context. All research methodologies used are described and remaining data or information gaps identified. Results are clearly and thoroughly documented in deliverables. 3.b Potential CBW/SOF Agent Evaluation Success will be measured by completeness of priority 1 and priority 2 property characterizations. Potential CBW agents are evaluated in all priority 1 property characterization s and at least 80% of priority 2 property characterizations. Evaluation methods and property characterizations are clearly and thoroughly documented in deliverables. 3.c Potential CBW/SOF Dissemination Technology Evaluation Success will be measured by com pleteness of physical description and performance characterization as outlined in the standards. Surrogate dissemination systems are successfully modeled and all priority 1 and at least 80% of priority 2 performance parameters characterized. System descrip tion and testing results are clearly and thoroughly documented in deliverables. 3.d CBR Equipment Evaluation Success will be measured by comparing documented descriptions and performance parameters against the required standards. Selected CBR equipment is fully described and 100% of performance parameters identified as priority 1 are characterized and at least 80% of priority 2 parameters characterized. System description and testing results are clearly and thoroughly documented in deliverables. 3.e Technology Modeling Success will be measured by the improvements in the effectiveness of the analytical models in predicting or projecting technology over previously available methods. Technology models are fully described and validated and verified where appropriate using DOD accepted verification methods. Model description and testing results are clearly a nd thoroughly documented in deliverables. 3.f Analytical Tools and Databases Success will be measured by demonstrated improvements in analytical efficiency compared to previously existing methods and on quantitative metrics of database content. Analytical tools are fully described and performance tested relative to previously available methodology. Databases contain at least 90% of targeted increases in information. Software is documented and successfully installed in NGIC's production environment. Testing results and documentation are clearly and thoroughly presented in deliverables. 3.g Successful Program Management Deliverables will be monitored by the COR and evaluated against standards for timeliness, quality and budget guidance. Management reports wil l comprehensively reflect tasks outlined in Objective 3g. No less than 90% of task deliverables on time with an acceptable quality determination by the Technical Task Manager. No more than 5% of deliverables more than 30 days late with an acceptable quali ty determination by the Technical Task Manager. No more than 1% of deliverables more than 60 days late with an acceptable quality determination by the Technical Task Manager. All tasks performed to an acceptable quality within budget guidance. 4. DELIVERABLES AND REPORTING REQUIREMENTS: a. Individual Orders will specify deliverables required for that Order. Typical deliverables include a monthly report summarizing progress, budget, and potential technical or programmatic issues and a program plan deliverable that provides details of the approach, milestones, schedule, and in-progress review dates. Other deliverables may include technical reports providing technical descriptions of work done and summarizing conclusions, computer source code and associated documentation, installation of so ftware, fabricated hardware, integrated hardware/software systems, briefings and multi-media products. Any other specialized or unique delivery requirements will be specified in the individual Orders. The Contractor shall provide copies and documentation o n all programs developed and a referenced listing of all data entered into databases. b. Quantities and recipients of specific deliverables will be specified in the individual Orders. Contractor format is acceptable for all data deliverables and each order shall specify if draft submissions are required for Government review prior to final delivery. Electronic submissions are encouraged to the maximum extent practicable and the appropriate electronic addresses will be provided in each order. 5. OTHER DELIVERABLES: All software and equipment developed under this contract is the property of the Government and shall be returned to the Government at the conclusion of this contract unless the government authorizes in writing an alternate disposition. 6. SCHEDULE: Specific tasks to be performed under this contract and the period of performance shall be specified by the individual Orders.
