THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE. The eProjects number for this announcement is N69450-540326; Combination Firm Fixed Price and Indefinite Delivery Indefinite Quantity MultiFunction Base Operating Facilities Support Services, Naval Support Activity, New Orleans, LA and The Naval Air Station-Joint Reserve Base, New Orleans, Louisiana. The Naval Facilities Engineering Command Southeast, is currently seeking potential small business sources for a combination firm fixed-price (FFP) and indefinite-delivery, indefinite-quantity (IDIQ) type contract with a base period of twelve months and four (4) one-year option periods. The scope of work includes operation, maintenance, repair and minor construction/alteration services for facilities, systems, and equipment, elevator maintenance and intrusion detection system at the Naval Support Activity; maintenance of weight handling equipment, cleaning of exhaust hoods, inspection of monitoring wells, test wastewater outfalls, cooling tower chemical treatment, cleaning grease traps and lift stations, cleaning oil/water separators, maintenance of pneumatic controls, swimming pool maintenance and maintenance of backflow preventors at the Naval Air Station, and Indefinite Quantity work at the Naval Support Activity and Naval Air Station, New Orleans, Louisiana. The Contractor shall provide all labor, transportation, materials, and equipment to accomplish the requirements of task orders issued by the Contracting Officer. Depending upon the number and quality of responses received, it is the Government?s intention to competitively set the procurement aside for small business, as Small Disadvantaged, 8(a), HUBZone, Veteran Owned Service Related Disabled, Woman Owned, or other. The solicitation when issued will be available exclusively through the internet website http://esol.navfac.navy.mil. The entire solicitation will be available at the site for viewing or downloading. Prospective offerors are encouraged to register at the web site. This will normally be the only method of distribution of amendments; therefore it is the offeror's responsibility to periodically check the web site for amendments to the solicitation. The official plan holder list will also be maintained on and can be printed from the web site. The tentative RFP issuance date will be on or about February 6, 2007. The contract type will be a combination firm fixed-price and indefinite quantity. This is a negotiated source selection procurement that consists of the submission of price and technical proposals. The NAICS for this procurement is 561210 with a size standard of $30 Million. This is not a request for proposals and no solicitation is available at this time. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. We are conducting Market Research to determine interest and capability of potential sources. Submit your capability statements; to include: 1) Pursuant to the US Small Business Administration definition, Evidence (self certification or otherwise) of your status as a small business and/or other designation; 2) Your NAICS Code; 3) A positive assertion that you are registered in CCR and possess a DUNS Number and CAGE Code; 4) A brief summary narrative of past experience in projects of similar scope and complexity citing dollar value and whether you were the Prime contractor or Subcontractor along with the value of your portion of the effort; and, 5) Explain your familiarity and knowledge with the post Katrina labor and material supply availability in the New Orleans area, and what procedures you would employ to ensure you can meet schedule and performance requirements of a Base Operating Siupport contract. Does your company normally submit a proposal as its own business entity or as a joint venture when competing for this type of work? When competing as a joint venture, list those firms with whom you were affiliated. 5. Is your company performing these efforts successfully? (Indicators of success performance as measured by percentage of award fee given or favorable past performance ratings; the absence of Contract Discrepancy Reports, deductions, Cure/Show Cause Notices, or Option Periods not exercised.) 6. Provide detailed resumes of company principals with the firm to include their general FSC experience. 7. Were these contracts won competitively? If not, list those which were not. 8. Was award for these contracts made under formal source selection procedures? 9. On the average, what percentage of the total effort does your company normally subcontract for this type of work? 10. What specific portions of this type of effort would your company elect to subcontract? 11. Describe how your company maintains effective control (management and quality) over subcontracted portions of these contracts? 12. Does your company make it a policy and practice to seek out small disadvantaged and women-owned businesses for consideration in awarding subcontracts? 13. Has your company performed work in the area and is your company familiar with the demographic, economic and labor profiles of the area? 14.
