- This is a combined synopsis/solicitation for a commercial supply prepared in accordance with the format in FAR subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-15. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, University of Michigan under the authority of FAR 6.302-1. University of Michigan holds the U.S. patents for manufacturing process, and is the only vendor able to provide the product. Interested parties may identify their interest and capability to perform by contacting the Contract Specialist no later than January 3, 2007. This notice of intent is not a request for competitive proposals. A determination by the G overnment not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The requirement is for a firm fixed price service contract with a base period of performance approximately January 8, 2007 through January 7, 2008 and option year period of performance approximately January 8, 2008 through January 7, 2009. Items to be provided are: CLIN 0001 manufacturing operations, CLIN 0002 raw materials, CLIN 0003 in labor, CLIN 0004 in domestic travel, CLIN 0005 in foreign travel, and CLIN 0006 in deliverables.
