Description
NASA/JSC has a requirement for Thermal Vacuum and Thermal Testing. The testing is to be performed on EVA Thermal Sensors to be used on STS-118 currently scheduled for mid-June 2007. NASA/JSC intends to purchase the items from Swales and Associates, Inc. Swales Aerospace was the original manufacturer of this hardware and has intimate knowledge of its unique requirements. The thermal vacuum and thermal testing requires the testers to have an intimate understanding of the hardware in order to properly test it without damaging it or creating inaccurate results. One of the pieces of hardware can only be used, on average, in one test before an important functional coating is worn away. Swales Aerospace has the personnel, the training, and the facilities to perform this testing with minimal damage to the coating. They also have the capability to properly apply the very thin coating per the precise requirements laid out in the drawings. The personnel are also well trained in how to spot any issues with the coating that may lead to inaccurate results. This hardware is needed for upcoming Shuttle flights. Since the team at Swales Aerospace is already trained in all the required fields and has all the needed equipment, its schedule will allow for this hardware to meet its scheduled flight on STS-118. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:30 p.m. local time on January 4, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
