Description
1.0 DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the simplified acquisition procedures specified in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. The Government intends to a award firm, fixed price contract for a new model year 2007 Toyota Landcruiser Model HZJ105L-GNMNS or equivalent to be delivered to the Peace Corps location in Addis Ababa, Ethiopia. The vehicle specifications are listed below. This synopsis/solicitation is issued as a Request for Quotation (RFQ) and is a 100% Small Business Set aside. The NAICS code to determine the small business size standard is 441110 with a non-manufacturer size standard of 500 employees. 2.0 VEHICLE REQUIREMENT: The offer must specify (a) the year, make and model of offered vehicle, (b) provide the vehicle?s technical specifications to include the list of standard and optional equipment, the warranty provisions for the vehicle and (c) provide the delivery date. The vehicle must include at a minimum: Quantity: One (1) Make: Toyota Model: Land Cruiser Model Code: HZJ105L-GNMNS Engine Size: 4200 CC Fuel Type (Gas/Diesel): Diesel Steering Wheel location LHD Transmission: Manual Passenger Capacity: 8 Color: White 3.0 ADDITIONAL REQUIREMENTS: In addition to the mandatory requirements listed above, the Government requests that offers include the following options with the vehicle quoted: a) Air conditioning b) am/fm cassette radio c) Power assisted steering d) Intermittent wipers e) Mud guards f) Heavy duty suspension g) Seat belts (all places) h) Electronic anti-theft system i) Steering wheel lock j) Fold-up seats behind driver k) Rear window heater/defogger l) Four (4) wheel drive m) Extra spare tire attached on tailgate n) wheel carrier o) highlift jack p) tool kit with all necessary tools If the vehicle offered does not include any of the options requested above, the offer shall prominently state which options are not included in the offer. 4.0 PLACE OF DELIVERY: The vehicle shall be delivered C.i.f to: American Embassy Entoto Road P.O. Box 1014 Addis Ababa, Ethiopia Attn: Peace Corps, General Services Officer The Consignee address is: Phone: TBD Email: TBD To be provided at time of order. The consignee will either be a staff member of the Peace Corps in Addis Ababa or a staff member of the US State Department at the American Embassy in Addis Ababa. In order to avoid expensive customs clearance charges, please send original bill of lading and certificate of conformance to consignee before vehicle shipment. Ensure all the Engine number and the Chassis numbers are marked on the shipping documents (Ocean Bill Of Lading). A copy of such documents and shall be forwarded to the Contracting Office at Peace Corps headquarters. 5.0 INVOICING AND PAYMENT: The Prompt Payment Act applies to this purchase. Payment will be made within 30 calendar days after receipt and acceptance of the vehicle by the Peace Corps. The original invoice shall be mailed to the payment office indicated in the order and a copy of the invoice shall be mailed to the consignee. 6.0 EVALUATION AND AWARD: The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers and are listed in descending order of importance. a) Price. b) Delivery date. c) Compliance with requested vehicle specifications. d) Past Performance/Prior Experience. e) Warranty considerations. 7.0 SOLICITATION RESPONSE FORMAT: a) The offer shall be clearly marked with the solicitation number PC-07-Q-003 and submitted by email to escott@peacecorps.gov, or by fax at (202) 692-1621 by no later than 3:00 PM eastern time on the deadline indicated in this announcement. b) Offers shall identify three sources (current or prior customers) to verify its ability to perform. For each source provide the name of the customer organization, point of contact name, telephone number and email address. c) Offerors shall complete the ?Offeror Representations and Certifications ? Commercial Items" form found at FAR 52.213-3 and return it with its offer.
