- NAICS Code: 541990 The U.S. EPA Office of Planning, Analysis and Accountability intends to competitively award a cost plus fixed fee contract to obtain Mission Support for their office. The intended contract is to have a base period of two years, one option period of two years, and one option period of one year. This procurement will be conducted as a full and open competition under FAR part 15. The formal solicitation and other related information and items will be posted on the Internet on or about November 14, 2006. It will be downloadable from the following website, http://www.epa.gov/oam/hpod/index.htm#solam as they become available. Interested parties are advised to periodically monitor the above website for updates concerning this procurement. Telephone inquires will not be taken. The purpose of the contract is to provide support to the Agency in the implementation of Government Performance and Results Act (GPRA) and its various requirements. The contractor will provide support to assist the Agency in strategic planning, budgeting, and accountability. This includes but is not limited to support of comparative risk, benefit, cost and economic analyses; program evaluation/assessment; development of results-based performance and efficiency measures; measurement of performance; gathering of performance and efficiency data and validation of the data?s quality; environmental futures studies; interagency coordination; support for intra-EPA planning meetings; and assistance in the development of reports and communication outreach materials inside and outside the agency. The work performed under this contract will result in the development and dissemination of analyses, tools, and guidance in these areas. Work will also include development of outreach and communication materials for different audiences through a variety of publications, workshops, and conferences.
