- Description
- This is a synopsis for a firm-fixed price contract for periodic maintenance inspections, calibrations, and other preventive maintenance services for Tailorable Integrated Security System (TISS) equipment installed in the International Zone (IZ) in Baghdad, Iraq. Contractor is responsible for Operational Support to sustain the TISS equipment for six (6) months beginning 1 January 2007 with one (1) six (6) month evaluated option. This effort includes troubleshooting, removal and replacement of failed LRUs, software patches and upgrades, and system checkout. Contractor will keep a current inventory of all TISS equipment, replenish spare parts up to required inventory levels and perform sustainment engineering for all LRUs that are part of the Contractor?s depot level support responsibility. Contractor shall participate in electronic data interchange and provide program information through electronic media. Life Support will be provided by the Government. All personnel must be US citizens with a current SECRET clearance issued by the Department of Defense or Department of State. Personnel must meet minimum recent TISS experience requirements, process through a Civilian Replacement Center operated by TRADOC and meet deployment and qualifications standards. The government intends to solicit this requirement as an unrestricted requirement. Offers will be evaluated utilizing Best Value Procedures. The evaluation factors are Technical, Past Performance and Price. Technical is slightly more important than Past Performance, and Past Performance is more important than Price. The government reserves the right to award the contract to an offeror other than the one proposing the lowest price. All eligible responsible sources may submit a proposal that shall be considered by the agency. The solicitation will be issued on or about November 1, 2006. NOTE: Any prospective US contractor must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Offerors must also complete Offeror Representations and Certifications Application (ORCA) on-line at www.bpn.gov prior to submitting an offer.
