Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is TIRSE-07-Q-00001 and is being issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-13. This requirement is set-aside for small businesses. SCOPE: The Richmond Mission Assurance office is requesting the services of a licensed and bonded security contractor to provide a maintenance contract for our security system. The maintenance contract will cover all aspects of the IRS security system located in San Patricio Office Building in San Juan, PR. Current Security System Specifications The security system consists of five main components: Keycard access control system, Intrusion detection system (IDS) Duress alarm system, Closed circuit television systems (CCTV) and ID Media Badging System. The keycard access control system has been designed to allow IRS and other personnel access into the office by using a specially encoded keycard. The card readers are located throughout the building and the IRS parking garage. The duress alarm system is used to notify the security guard staff on the first floor of incidents involving unruly and disruptive taxpayers. The duress alarm buttons are located in the Taxpayer Assistance Center (TAC) and Taxpayer Advocate offices. Also, each level of the IRS parking garage has a personal duress alarm system for employees. The duress alarm will notify security guards of problems in the parking area. The IDS has been installed on all office doors in the building. The IDS detect unauthorized intrusion into the office after normalbusiness hours. The security system alerts security guard personnel after business hours. The system also includes glass break sensors. These sensors notify the security guard staff that an intruder has entered the office area by breaking a glass door or window. The CCTV system is located in the TAC area, common areas within the building, the parking garage and loading dock area. The images from the cameras are sent to the television monitors in the security control room on the first floor. Also, a number of digital video recorders captures the information from the cameras and saves the information on a hard disk. The ID media badging system is used to provide new and updated ID badges and pocket commissions for IRS employees. Contractor Requirements. The contractor shall be bonded and licensed to provide security system services and shall provide proof of contractor license. The security contractor shall have experience with all phases of access control, intrusion detection, duress and CCTV system. The contractor MUST be a licensed Honeywell dealer. The contractor shall provide service to all phases of the IRS security system Security Services Required by Mission Assurance. The maintenance contract will cover all emergency service calls. Emergency service will be provided 24 hours a day, seven days a week, including federal holidays. The contract will include parts and labor to correct normal wear and tear. The security contractor will respond to all emergency service calls within four hours after the call has been placed. The contractor will correct and fix the problem within four hours after arriving on site. The contract will also cover all related programming changes with the security system, including programming of all alarm signals. The contract shall also cover programming changes with the CCTV system to ensure that all camera sequences are working in conjunction with the duress alarms in the TAC.The contract will cover system troubleshooting of the access control system computers in the San Juan office. The contractor shall provide technical support for the San Juan Mission Assurance staff during business hours. The prime business hours for the San Juan office are from 6:30 AM until 4:00 PM, Monday through Friday. The contract shall consist of two annual inspections on the security system. The security contractor will coordinate the date and time of the inspection with the Mission Assurance office in San Juan and provide notice to inspect the system at least 48 hours in advance. The inspections will cover all working components of the security system, to include the following items: Access Control Panel, Card readers, Electric door strikes, Request-to exit sensors, Balanced magnetic switches for the IDS (magnetic contacts)Keypads, Duress buttons, Motion sensors, Control panels, including back up batteries, Access control computer boards,CCTV system, including the digital video recorders and television monitors, Glass Break Sensors,Printers,Uninterrupted Power Supplies, Workstation computers. The security contractor will make any necessary adjustments to the system during the inspection period. The security contractor shall provide inspection reports to the San Juan Mission Assurance office to show the date and time of the inspections and the outcome of the inspections. Software Upgrades: The contractor shall provide all software upgrades for the access control system. The contractor will load the software on the access control system in the IRS San Juan office.
