Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the request for quote for the required item under RFQ V4582A6305NE01. The following requirement shall be procured using the procedures described in FAR Clause 13.5 Test program for Certain Commercial Items. A subsequent solicitation document will not be issued. FISC Norfolk intends to purchase and have installed the following security system: Contract line item 0001 ? Overview - FISC Norfolk intends to purchase An Intrusion Detection System (IDS) for the Expeditionary Combat Readiness Center, and for the Naval Expeditionary Combat Command (NECC). The IDS is made up of interior and exterior sensors. The IDS shall provide detection of unauthorized entry to facilities, installations and other secure areas through the use of sensors and alarms. The IDS will require a host of controller, intermediate devices such as Independent Local Processors, and a wide variety of end devices at the periphery. The Required end devices include alarm initiating devices and associated hardware such as, but not limited to, door contacts, motion sensors, video motion sensors, glass shock sensors, cabinet tamper switches, duress switches, and exterior perimeter protection devices (such as underground motion sensors, fence line sensors, microwave sensors, blast mitigation and electric surveillance protection window coating). The IDS system shall utilize tamper resistant enclosures, cabinets, and raceways. The system shall include a full range of interior point sensors such as commercial balanced magnetic switches and passive infrared detectors. Two programmable card reader PC systems equal or equivalent to LENEL 1000 shall be provided. The computer must be provided with a continuous-type uninterruptible power supply (UPS). In addition, X-09 series locks shall be provided. The intrusion detection equipment and security alarm system should be listed by Underwriters Laboratories (UL) in a commercial burglar alarm category for the appropriate level of protection required by the facility an should be staffed and equipped to provide warranty repairs or maintenance on the system on a 24 hour- per-day, 7 day-per-week basis with a response time of not more than 4 hours. The UL requirement for contractors is listed in NAVFAC NFGS-16727. Verification of UL listings can be made by calling the Group Leader of the Burglary Protection and Signaling Department Certification Service. Phone numbers can be obtained from Law Enforcement Physical Security Teams located in Norfolk, VA or San Diego, CA. Vendor shall understand the various levels of physical security in accordance with SECNAVINST5510.36, ANSI/EIA/TIA-568-B.1, ANSI/EIA/TIA-B.2, ANSI/EIA/TIA-B.3, ANSI/EIA/TIA-569-B, AND ANSI/J-STD-607-A requirements and will document all testing and engineering concepts. ? Requirements - Provide IDS protection for building 3542 for ECRC and for the 1st and 2nd decks of Building 3504 for NECC. Afterwards, vendor shall perform tests to ensure that the installation is done IAW with applicable documentation. Vendor shall provide training and documentation pertaining to the operation of the IDS system. Vendor shall provide a drawing package for the IDS system for Building 3542 and a separate system for building 3504. This package will include all cabling, locations, and interconnections. Installations shall include: For Building 3542 installation; One (each) Lenel head end PC with associated circuit cards and enclosures. The Lenel head end PC will be connected to the base police. The telephone line will be provided by the ECRC, Balanced Magnetic Switches, Request to exit sensor, Electric Strike. For Building 3504 installation: Programming of one (each) Lenel head end PC with Associated Circuit cards and enclosures, Door Groupings containing: Balanced Magnetic Switches, Request to Exit Sensors, Electric Strikes, Entry reader (Lenel non-destructible), Arm/Disarm Reader, X09 Combination Lock locking device, Solid core door with associated locking hardware - Emergency Exit door groups containing: Balanced magnetic switch, Dead bolt, Solid core door with associated locking hardware ? Warranty - Contractor shall provide a minimum of 1 year parts and labor warranty on system. Delivery: Building 3504 work to be completed by 15 January 2007, and Building 3542 to be completed by 15 February 2007.
