Description
Bechtel SAIC Company, LLC intends to issue a Request for Proposal (RFP) for award of a subcontract to provide the services generally described below to prequalified bidders only. To be deemed prequalified to receive the RFP, potential bidders are invited to provide such documentation necessary to demonstrate ability to meet each element of the project specific prequalification criteria set forth below. The subcontract contemplated will include, but is not necessarily limited to, the following: The Removal, Preparation, and Testing of Material Samples from the First Waste Package Prototype for the Yucca Mountain Project. Summary Scope of Work: The scope of work covers the handling, preparation, removal and testing of material samples from the waste package prototype. The waste package prototype is approximately 17 feet long, 6 feet in diameter and weighs approximately 33 tons. Location of the Work: Work will be done at the vendors? facility. Period of Performance: The period of performance is expected to last one year from the date of issuance of the contract. Subcontract Type: It is anticipated that a Firm Fixed Price Subcontract will be awarded for this requirement. Prequalification Criteria Potential bidders, their teaming partners and/or subcontractors, as appropriate, must be able to answer "Yes" to each of the following. Reference to directly relevant previously submitted and approved prequalification documentation shall be used to substantiate a "Yes" if available. BSC will validate existing pre-qualified or pre-approved status for each category but may request additional specific evidence, as deemed necessary, to judge each participant qualified for a resultant RFP: 1. Can the subcontractor handle the weight and size of the package in their facility? ___Yes ___No 2. Can the subcontractor protect adjacent surfaces and remove and machine samples identified in the statement of work? Although not all material cutting has to be performed cold, the subcontractor must be capable of cold cutting ASME SB-575, UNS N06022 ___Yes ___No 3. Do the subcontractor and/or their teaming partners possess the expertise for testing of the samples described in the statement of work? __ Technical areas requiring testing include: __ Residual Stress including X-RD and Trepanning (Sachs Boring) Data Analysis Related to residual stress measurement __ Corrosion (general surface) __ Dimensional Measurement __ Thermal Analysis __ Mechanical Properties __ Metallographic Examination ___Yes ___No 4. Does the subcontractor and/or their teaming partners have documented expertise in the technical areas shown in paragraph 3 above? If yes, provide documentation. ___Yes ____No 5. Is the testing facility accredited by the American Association for Laboratory Accreditation? If yes, provide copy of accreditation. ___Yes ___No 6. Does Respondent have experience working as a government subcontractor? ___Yes ___No If "Yes" provide information on what kind, where, when, and how long. 7. Does Respondent have experience working as US DOE subcontractor? ___Yes ___No If "Yes" provide information where, when, and how long. 8. Does Respondent have a QA/QC Program that would be acceptable for work on a DOE project? ___Yes ___No If "Yes" provide information on the QA/QC Program. 9. Does the Respondent have an Environmental, Safety, and Health (ES&H) Program that would be acceptable for work on a DOE site? ___Yes ___No If "Yes" provide information on the ES&H Program. 10. Can the Respondent provide business and project references that will verify the Respondents technical capability, experience, and the ability to meet schedule requirements? ___Yes ___No Response Submittal Written or electronic responses are required no later that the close of business on the date noted above. Include the name, title, address, telephone number, facsimile telephone number, and e-mail address of the responsible person to whom future communications regarding the pre-qualification and the RFP should be addressed.
