Description
MANAGE AND FACILITATE DISBURSEMENT OF PAYMENTS RELATED TO THE NATIONAL HEALTH SERVICE CORPS SCHOLARSHIP PROGRAM, NURSING SCHOLARSHIP PROGRAM, AND THE NATIVE HAWAIIAN SCHOLARSHIP PROGRAM-RFP 07-N230-5766. The Department of Health and Human Services (DHHS), Health Resources and Services Administration (HRSA) is soliciting to obtain the services to manage and facilitate disbursement of payments, as well as, all related documents, and data transmission for all stipend payroll and Other Reasonable Education Costs (ORC for the National Health Service Corps Scholarship Program (NHSC SCH), Nursing Scholarship Program (NSP) and the Native Hawaiian Health Scholarship Program (NHHSP). The proposed acquisition listed herein is a 100% Small Business Set-Aside The NAICS code is 541611 with a size stand of of 6.0 million dollars. The mission of the National Health Service Corps (NHSC) is to ensure access to primary health care service by underserved communities and vulnerable populations through the recruitment and retention of primary care health professionals in federally designated primary care, dental and mental health HPSAs and health care facilities with a critical shortage of nurses. NHSC clinicians fill a critical void in the nation?s health care system by providing high quality, culturally competent and community responsive primary care health services to vulnerable populations located in frontier, rural and urban underserved areas and in those communities where other health care providers choose not to go. The disciplines currently involved in the NHSC Scholarship Program are: Allopathic and Osteopathic Physicians, Dentistry, Family/Primary Care Nurse Practitioners, Primary Care Physician Assistants and Certified Nurse Midwifery. The discipline involved in the Nursing Scholarship Program is Registered Nurses. The Office of the Director contains the Nursing Scholarship Program and the Native Hawaiian Health Scholarship Program as well as overall management and oversight of the Division program policies and implementation. The Nursing Scholarship Program office within the Office of the Director is responsible for application through the service commitment and close-out of all participants. The Native Hawaiian Health Scholarship Program office is responsible for all facets of the participants? application through service commitment in concert with their Grantee Papa Ola Lokahi. The Contractor shall process all monthly stipend payroll and periodic other reasonable education costs (ORC) and facilitate their payment through the Department of Treasury. Additionally, the Contractor shall prepare and produce annual W-2 Forms for any scholar receiving support each year through this system. The contractor shall provide monthly reporting of all payment data as required for accounting and tax purposes. These programs provide scholarship support in return for service in underserved sites located in Health Professional Shortage Areas (HPSAs) and health care facilities with a critical shortage of nurses as designated by the program. In particular, the Contractor shall manage a program that includes the maintenance of a complete history of all payment transactions and that supports the financial needs of the National Health Service Corps Scholarship Program, Nursing Scholarship Program and the Native Hawaiian Health Scholarship Program. Scholarship recipients to be supported under this contract are located at health professions schools throughout the United States and territories. The system provided to perform the tasks contained in this statement of work shall be commercial off the shelf (COTS) potentially requiring only minor modifications to meet the needs of the program(s). The anticipated period of performance is for sixty (60) months from the effective date of contract award. This is a pre-solicitation notice and not a request for proposals. The solicitation document (RFP) will be posted at this site www.fedbizopps.gov approximately fifteen (15) days of this notice and can be downloaded by looking under the main menu for HHS/Office-Health Resources and Services Administration/locations-Division of Procurement Management. The closing date for receipt of proposals will be approximately thirty (30) days after issuance/posting of the RFP. It shall be the offeror?s responsibility to monitor this website for the RFP and any amendments to the RFP. The agency will consider proposals from all responsible sources.
