Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Bioinformatics (CB), plans to procure on a sole source basis, for two Metaphrase right to use licenses from Apelon Systems Inc., 100 Danbury Rd., Ste 201, Ridgefield, CT 06877. The Center for Bioinformatics is charged with providing NCI with controlled scientific and clinical vocabulary. The NCI is active in the area of vocabulary development and building infrastructure to make vocabulary available to the NCI and its information systems. The NCI Enterprise Vocabulary System (EVS) is a set of services and resources that address NCI's needs for controlled vocabulary. The NCI Thesaurus, a biomedical thesaurus created specifically to meet the needs of the NCI, is produced and made available to the Institute by the NCI EVS project. In addition the NCI EVS provides NCI with MedDRA, SNOMED, ICD, MeSH, and many other standard controlled vocabularies. The NCI Thesaurus, MedDRA, SNOMED/CT and many other terminologies must be available on EVS servers in two forms: as a stand-alone vocabulary and as the NCI Metathesaurus, in which the NCI Thesaurus and other NCI-specific terminologies are integrated with NLM's Unified Medical Language System Metathesaurus. Apelon Metaphrase? is needed to make the NCI Metathesaurus available to NCI data systems. Apelon Metaphrase is a middle-ware component that provides vocabulary data structures to calling applications and servers through a Java application-programming interface that has been in use by the NCI since the late 1990?s. The Metaphases software has been used by NCI to provide base semantics to the NCICB caCORE, caBIG, the cancer.gov Web site, PDQ, and over a dozen mission critical clinical trials and translational research applications and is the only known source to the NCI Researcher that can meet its aforementioned requirement. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the requirements of this synopsis. This acquisition will be processed under FAR Part 12 ? Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. An original and one copy of the capability statements must be received in the Contracting Office by 1PM EST (local Washington, D.C. time) on December 29, 2007. It is the vendor?s responsibility to call (301) 402-4509 and verify that questions were received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA). Please refer to http://orca.bpn.gov in order to register. In addition, contractors must be registered in the Central Contractor Registration (CCR) www.ccr.gov. No collect calls will be accepted.
