- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Bay Pines VA Healthcare Systems in Bay Pines, FL intends to purchase an Ethylene Oxide Monitoring System. The system shall consist of the following: one ethylene oxide monitor based on gas chromatography for specificity to ethylene oxide in a non-condensing sample, pre-filtered to <0.1 microns and capable of monitoring up to four (4) locations (microprocessor controlled, vacuum fluorescent display, carrier gas regulation, sample injection/column switching valve, analog output, automatic calibration valves for a bottled standard, 1 calibration gas cylinder regulator, inkjet color printer, desk top computer, simultaneous audible and visual alarms, user adjustable alarm setting, continuous self-checking diagnostics and functions, LAN (local area network) connection for network integration, application software for graphic display on a PC monitor with graphics that include color coded real time, configurable TWA reports, and historical bar graphs), Photoionization Detector (PID) for sensitivity to ethylene oxide to less than 0.05ppm without pre-concentration, an analysis time of 60 seconds or less, and start up and training for 2 days on site. Please include trade-in discount (if applicable) of existing EtO Monitoring System which is broken or obsolete. Potential sources are invited to submit quotes, provided they are accompanied by product literature. The delivery date will be 30 days after award and acceptance will be made after offeror provides start up and training. The RFQ number VA-516-07-RQ-0034 shall be clearly identified on all submitted materials. This acquisition is set aside 100% for small business concerns. The corresponding NAICS code is 334513. The following provisions apply to this acquisition: 52.212-1 Instruction to Offerors; 52.212-2 Evaluation of Commercial Items. The specific evaluation criteria included in paragraph (a) are: 1) price 2) technical capability 3) past performance - Past performance and technical capability when combined are equal in importance to price. Please submit 2 references with quote. All Offerors shall include a completed copy of 52.212-3 Offeror Representations and Certifications - Commercial Items. The following clauses also apply to this acquisition: 52.212-4 Contract Terms and Conditions. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-5-15.
