- The Solution Analysis Integrated Product Team (SAIPT) of the AF C2 Capability Analysis Team (C2 CAT), chaired by AFC2ISRC/A3R with representation from the AF MAJCOMS, is soliciting solution concepts to address the Air Force FY10 C2 Needs for the Functional Solutions Analysis (FSA) phase in the development of the AF FY10 AF C2 Capability Analysis Document. The FSA follows the Functional Area Analysis (FAA) that developed the tasks and the Functional Needs Analysis (FNA) that developed the Needs. Solution concepts addressing these Needs from all areas of AF Doctrine, Organization, Training, Materiel, Leadership, Personnel, and Facilities (DOTMLPF) are sought. Both Materiel and Non-Materiel concepts are needed to address the full range of C2 Needs. Solution concepts are sought that could achieve IOC over the next 20 years in the near (FY10), mid (FY15), or far (FY21) term. This solution concept call is part of a planning activity and is intended to support the AF CY07 Space & C4ISR Capability Review and Risk Assessment (CRRA) process, the AF C2ISR Flight Plan, and development of the FY10 AF POM. Potential solution concept submitters will be provided access to the FY10 C2 Needs and administrative instructions for concept submission. This solution concept call is open to DoD contractors and US government agencies. This request must provide the requestor's name, company or organization, address, telephone number, and e-mail address. Materiel and non-materiel solution concepts may be submitted at any time before COB 16 February 2007. Participation in this solution concept solicitation is totally voluntary, and the government does not intend to award any contracts or pay any costs associated with this solicitation.
