Description
The US Army Natick Soldier Center (NSC) intends to award a Sole Source contract to Science Applications International Corporation (SAIC), Englewood, CO, to perform systems engineering, software development, software integration, and support for the c ompletion of the final year of the Future Force Warrior (FFW) Advanced Technology Demonstration (ATD) Program. Under the proposed contract, SAIC will work under FFW Technology Program Office (TPO) guidance to refine the existing FFW Information Management and Networking (IMN) application developed during Increment 1 of the ATD Program. The rationale for other than full and open competition is that given the mid-program status and time-critical nature of the FFW ATD Program, SAIC has been determined to be t he only contractor currently capable of working with the FFW TPO to design and integrate the soldier-centric IMN system in the specified timeframe of six months with technical support continuing an additional six months. SAIC developed the original IMN app lication for the FFW ATD, have successfully designed soldier-centric systems for the FFW program since the earliest phases of the program and are FFWs subject matter expert in IMN. The time required to bring any other design team up to speed and provide the necessary detailed knowledge required to perform the required work would cause an approximate eight month delay and would cause the FFW ATD Program to incur considerable monetary costs. Once the design solutions developed under this effort mature, it is anticipated that system components will be procured under full and open competition. This notice of intent is not a request for competitive proposals. However, all comments received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the pur pose of determining whether to conduct a competitive procurement. Please refer to numbered note 25.
