- Synopsis for the Retrofitting of Existing Garrisons The U.S. Army Corps of Engineers, Afghanistan District intends to issue a Request for Proposal (RFP) to award a Firm Fixed Priced contract for the retrofitting of existing Afghanistan National Army (ANA) Garrisons in Herat, Mazar-e-Sharif and Gardez. The project will consist of retrofitting existing buildings with insulation to the exterior walls, fabrication and installation of all ductwork and diesel fired heating units. The project will be implemented under a Design/Build (D/B) Methodology and awarded a s one single contract. The contractor shall be responsible for designing and fabrication to retrofit approximately 78 buildings at each site. These buildings vary size and function and must be retrofitted to ensure that adequate heating and comfort is ac hieved. Award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS code is 238290 with a small business size standard of $31M. The estimated value of the contract is between $10M and $20M. The to tal schedule for completing the entire work is 180 calendar days from receipt of notice to proceed. The proposed contract will be awarded using best value trade-off process. The solicitation will be available on or about 04 January 2007. Interested parties are advised to submit their proposal 30 days after issuance of the RFP, which will be 04 February 2007. The media selected for the issuance of solicitation and amendments shall sole ly be at the discretion of the Government, accordingly, the media utilized for this project is the Internet. U.S. contractors must be registered in the Department of Defense CCR database prior to award. It is recommended that all other contractors register in CCR also. Lack of registration in the CCR database wil l make a U.S. offeror ineligible for award.
