Description
This acquisition is for emergency dredging on the Missouri River. The contractor will provide all the necessary equipment and labor to dredge sand and gravel at a given location or reach mile markers on the Missouri River as identified in the bid sc hedule. The dredging operation must be capable of dredging a minimum of 750 tons per hour. This emergency dredging will occur in the channel of the river. The contractor will dispose of the dredged materials in the river at a site chosen by the Contract ing Officer within 1000 feet of the dredging operation. However the contractor can market the sand and gravel as long as the minimum dredging capability is met. Under the Emergency Dredging Scope of Work the contractor must begin dredging onsite within 7 2 hours of notice to proceed. This proposal will provide a 1-year base contract with 4 years of options which will subsequently be awarded yearly based upon the contractors performance from the previous year. The option year prices will be negotiated prior to exercise of any options and succeeding option years. GOVERNMENT POINT OF CONTACT. This solicitation contains a base period plus four option periods if exercised. The base year period of performance runs from 01 April 2007 to 30 September 2007. The period of performance for Option period 1 runs from 01 October 2007 to 30 September 2008. The period of performance for Option period 2 runs from 01 October 2008 to 30 September 2009. The period of performance for Option period 3 runs from 01 October 2009 to 30 September 2010. The period of performance for Option period 4 runs from 01 Octob er 2010 to 30 September 2011. The government will award one or more Firm Fixed Price with Economic Price Adjustment IDC contract from this request for proposal, to the bidder/bidders who are responsive and responsible and offers the lowest price based upo n the bid schedule items and other factors. The basis for award is price and other factors. The proposal evaluation factors are price, and certification from the proposer that their dredging operations and equipment have the capability to dredge at a min imum 750 tons per hour, and furnish an equipment list of the equipment that will be used. Both factors are equal in weight to each other. All responsible sources may submit an offer, which will be considered by this agency. The Solicitation package shall be available on or about 04 January 2007. The solicitation will be posted on the Kansas City District website at http://www.fedteds.gov. REQUIRED CCR REGISTRATION: Prior to sbmitting a proposal, vendors must be actively registered in the Central Contract Registration (CCR) system, including creation of an MPIN number. Registration instructions may be obtained, and online registration may be accomplished, at www.ccr.gov. By submission of a proposal, an offeror acknowledges the requirement to be registered in the CCR database prior to award; during performance; and through final payment of any contract resulting from the solicitation. Refer to CCR clause (eit her 252.204-7004 or 52.204-7) Also, Federal Acquisition Regulation (FAR) requires offerors to provide representations and certifications electronically via the BPN website at https:/www.bpn.gov/ocra/vendor as a prerequisite to receiving a solicitation, to update the representations and certifications as necessary, but a least annually, to keep them current, accurate and complete, and to make changes that affect only one solicitation by completing the appropriate sections of either paragraph (j) of FAR provision 52.212-3 or FAR provision 52.204-8, whichever is included in the solicitation.
